I would like to note it is not just Greenshade that was affected. I had this happen already a few times within Deshaan. Not sure if its zone or quest chain related .. do not remember the earlier quests but it happened for me in the area of : Shrine of Saint Veloth & Eidolon's Hollow.

As far as doing anything just completing quests. No abilities, just talking to NPC's in the area. Though think that may not be the exact reason, because was about 2 minutes after talking to the quest NPC's before the rollback.

I can attest that this rollback does prevent a weapon from being used. I did find however if you had a 2nd weapon in the other slot and just swapped to it, then swapped back. It resumed the functionality of using a weapon.
