you can still get those tickets, as long as it's before the 6AM eastern maintenance starts.
Events usually end at 10AM on the 'end date', so it was extended to April 25th, 10AM.
They also tend to do Maintenance on the last day of an event, so I never take the end date at face value.
Technically , if you get in just after midnight or 1am, or whatever the reset time is nowadays, you can still get those tickets, as long as it's before the 6AM eastern maintenance starts.
If you stand next to the Impressario and eat your cake at exactly 6 am EDT, you should be able to buy the last confetti pack before you're kicked out. Not sure I'll risk it though, maybe I'll just buy the extra tickets from the Crown Store...

I mean, their plan from the beginning was to make people buy 5 packs from the Impresario if they wanted the mount this year.
They literally said so in the announcement.
Extending the event by 2 days on PC would have meant 2 extra packs and 2 extra sets of tickets, so we would have needed far fewer tickets to get the last pack. Now that it’s effectively only one extra day, that’s still better than ZOS originally planned but not as good as they implied with the extension before they scheduled maintenance to erase the last reset.

No, to get players who were relying on the last day's confetti pack/three tickets to buy the tickets from the Crown Store if they wanted the horse.
I'm not sure ZOS knew that far ahead when they promised 2 extra days to PC that they'd be cutting out one reset for NA. From what I've heard from Stream Team members and seen in game and in official communications, schedules feel like a constantly moving target. We knew they'd have to do maintenance on NA to get these accounts back; we were just waiting to hear when.
There have also been enough times that events, trader bids, and other pre-scheduled things have been interrupted by maintenance or other downtime in the past that I don't think it's the wisest idea to rely on the last few hours of an event, bid week, etc., being accessible. You never know what's going to happen, intended or otherwise.

I've only been playing for 14 months, but the only time I remember an event being cut short due to maintenance was 'Gate of Oblivion', which was subsequently extended after player complaints.

I agree that they probably did not know they were going to do this until today, but in the same announcement, they should have said “…so we are extending the anniversary event one day (or a week would be better) to offset our need for this maintenance.”
