How about every old sets that aren't Bloodspawn and Balorgh. Old sets don't really see use anymore outside of those 2.

Are you talking about Monster sets specifically?
Because Pillar of Nirn, Relequen, Zaan, Deadly Strike, Burning Spellweave,Sergeant's Mail, Storm Master, Mechanical Acuity.... are all older than Balorgh.
And if you were just talking about monster sets; Tremorscale for PVE tanks still an amazing pen. help.

I do however agree that many most sets could use some tuning. I even wrote my own stupid patch notes to call out the issues, and suggest some tweaks.
Did you know there are over 400 item sets in the game? A pathetically small number of those are ever seriously considered. Hell; a lot of them you' have to look up to know what they do, because the name doesn't ring a bell in the slightest. E.g. Belharza's Band? Gravestake Collector? Doohickey? Whatchamacallit?

I think it is central to ESO's well-being to critique the developers when they change the game (or fail to change something).
But the negativity can be exhausting, so I vow to post 50/50 negativity and appreciation.

Old bloodspawn also old viper and tremorscale please to how they used to be.

It is really tragic that most of sets are useless or completely outdated. Probably why nothing else came to my mind.

There's over 100 sets clogging ESO, that most people wouldn't recognize or know what they do. They serve no purpose. Or there is same version of the set but better.

elf bane used to be a lot better, back during the dot meta, right now adding 5 sec to a 20+ sec dot isnt really doing much

it does still affect some useful things like magma shell (makes it go to 17 sec of super dmg reduction), and it does affect some proc sets like grothdar (which can have permanent uptime with elf bane)

its also fairly meta for DK tanking in endless archive because of the 17 sec duration magma shell + all of the other effects such as ult cost reduction, ult generation, and extended major/minor effects to prolong effects such as heroism

edit: it also used to be crazy OP in pvp when it was affecting fire based siege weapons, but that loophole has since been closed

With the changes to Empower, Grisly Gourmet doesn't make much sense anymore. It used to be a fun LA weaving set, but Empower doesn't buff LA damage anymore which is how you proc the set. It essentially means that 1/3 of the buffs are pointless and the design is disjointed. I wanted ZOS to fix it on the PTS when the Empower changes were advocated, but no one paid any attention.

I think issues that might pop up are due to PvP and PvE not being balanced separately, a simple stat increase to a set may turn it from an alright to a good PvE set but from an already strong to a bonkers PvP set.

A few sets come to mind that i’ve been playing with a bit recently that are mid tier at best for PvE but great for PvP. Buffing them would make them OP, they would need a rework completely.

An example of a simple rework that would benefit alot of sets is to remove the healing requirement on sets that trigger on healing. They are basically useless on full health players since health must be restored for the set to proc, allowing them to proc on full health players could help alot of these sets. Can’t remember the set’s name but it’s from Galen and it has a fair bit of potential if not for that proc requirement.

The 5 piece bonus doesn't make sense. Bonus to 2 hand abilities is just dumb except for the greatsword. The bow and staff are just dumb to me. The set is called Sword Singer after the great Redguard warriors who used bladed weapons. The bonus should be 10% bonuses for all bladed weapons. Daggers, swords, and greatswords.

im pretty sure when it says "2 handed weapons" it means only the 2 handed skill line

if you look in collection menu, you can only collect 2 handed weapons (2h maul, 2h axe, 2h sword) for this set, shields, 1h weapons, and staves no longer drop for this set anymore and even if you did have them it wouldnt benefit

Yes, this is correct, and honestly Sword Singer is a decent set. It's niche... But it's kinda obviously and intentionally niche, and at least it's decent for it's niche.

It buffs the heal from Rally, and there's nothing wrong with Wrecking Blow/Dizzying Swing or Executioner for focusing an offense around.

The 2H ultimate is kinda like a mini-corrosive also, depending on the morph you take. If you build for high ulti gen you can either just ignore penetration or have very long periods of CC immunity.
