A green laser beam is very annoying. Almost reaching to the point where a matriarch with flapping wings currently is.
Even more bad feeling when someone approches and starts flashing this beam at night or dark areas, scanning the place around like it was some super advanced gun from another galaxy. It breaks immersion and fun, in my opinion it doesn't fit well to magical world of wizards and such.
Sadly it seems these new effects will be avoidable only by avoiding players who use it in game.
To be blunt, I consider it more annoying than the flapping matriarch.
Avoiding players using that stuff is what I do for the most part. But it becomes increasingly harder to do as more arcanists crawl out of Apocrypha/Telvanni Peninsula and enter other zones.

A good example of the necessity to solve the problem of unwanted/annoying visuals in general, using a system like @kumenit_taeynav suggested.
For some players green beams are the ultimate killer of joy, for others the flapping abominations do this job. Both points of view are viable and reasonable, that's why a general solution has to be implemented.
On a side note: After the first few days into the recent update, when lots of people had fun trying out the new class, I have the the impression there are now significantly less arcanists around. It's especially noteworthy, that for example in towns I see them very rarely (on pc eu btw). I also know of quite a few people (including myself) which forgo playing their arcanist when random people are around till a solution for the health issues is found.
On the other side, the flapping pest is still infesting every town. It seems sorc is a class most popular to people, which refuse to care for the needs of others.

Sorry, but I am not going to stop playing my favorite class because some people do not like it. Thats ridiculous. Turn down the brightness, or get reshader add ons, or something , but expecting everyone to stop playing sorc and arcanists because " i dont like it " is crazy.
If we waited until ZoS fixed it, we would be waiting for years. And while people are annoyed by the arcanist, its turned into my favorite class BECAUSE of the flashiness and how the class itself is so well thought out.

Sorry, but I think you misunderstood me.
Personally I have absolutely no problem with arcanists, but indeed enjoy them very much. I also didn't suggest that every player enjoying this class should wait playing it till a solution regarding health issues is found, but hinted that some players do so.
I simply reported the observations I made on pc eu. Not many crux around in towns, but a whole lot of flappies.

Exactly, cuz flashiness has been around since necro now and the opal motifs.
I have absolutely no problem with the way it is, if you dont like it, dont play it, simple.
Did they tone down the effects of Arcanist spells or am I imagining things? I was barely noticing the spells of other Arcanists around me today when I was with my NB.

queuing for frostvault today for my dungeon skill point and pledge today was brutal on the eyes. i tried politely asking arcanists to cool it with the green beam bc it actually gives me a headache as well as getting in my way of the battle but no one did so id leave the group. the arcanist on attempt #3 was at least kind enough to respond to my requests even if they didnt stop. it wasnt until run #4 where i got a group with no arcanists. just to clarify for the folks who get so damn defensive over something as silly as their class, i wouldnt mind playing with an arcanist if they werent overusing the green beam but those guys were even after multiple attempts to ask them to stop.

Except as a lot of people have said numerous times, it doesn't help, because people also suffer from other arcanists. Us choosing not to play one doesn't solve any problem when we are surrounded by arcanists doing these effects that causes health issues.
Also "simply don't play" a class that should be for everyone isn't a solution. That's insensitive and just bad for things like an mmo to do, even less so with all of ZOS' talk about "accessibility".
I second that: more ink, less radioactive snot.why I feel some people think the skill animation coloring is overwhelming is because they're all the same neon green. So I suggest they add some darker colors to the skills like black and use other hues of darker green to help contrast all the neon green saturation. I feel that adding more black coloring to the skill animations would work because it would make some skills look reminiscent to the moving inky like writings in the black books while still fitting into the whole motif of runes and eldritch writings from hermaeus mora.

Turn down the color on your monitor? Saturation? Contrast settings?

"Make the whole game look way worse because of this single thing that is causing a lot of people health issues, instead of adjusting that thing."
Yeah, gonna be a no on that. The saturation on most other things are good.
I just did a volcanic vent and they really, REALLY need to do something about the effects. It's not so much that they're bright, it's that they're very THICK -- the beam is so wide that it can completely obscure other players' view of what is going on if there are multiple arcanists. I literally could not see where the enemies were.
Lightning doesn't do this, even though it's just as bright, any number of other class effects don't do this because they're not so physically broad. It's a wide, opaque band across the screen.
In other news the arcanist has reached Jupiter:
