Whether or not a player uses an HA build or not isn't the issue. The issue is that an HA build should not out perform a build with a good rotation. If a player just wants to hold down one button on their mouse most of the time, they shouldn't be doing as much damage as someone with a good rotation.

If an Oaken HA build is outperforming 2-bars builds, the person running it just isn't very good at 2-bar builds and the ring is designed to help them.
HA builds are not outperforming 2-bar builds for skilled 2-bar players.
ZOS is nerfing HA builds (slightly!) because they're "approaching" the numbers of 2-bar builds, NOT outperforming.
