Mushrooms don't have the structural integrity to get as big as they are in morrowind, too soft to carry the weight at that size.

But i agree, it's not just lore-breaking but thematically bad as well.
If they decide to do something about it, it is easier to "fix it in the lore" than to edit the game. They can just drop a new book somewhere in the game, "Elk, the New Kwama", and claim some eccentric imported them.

There are elk in Wrothgar and Western Skyrim as well.
What do these four zones have in common? Yes.... snow. What does "Telvanni Peninsula" not have? Snow. But the new zone has the same standard wildlife as the ash-filled rest of Morrowind, doesn't it? So, why aren't there elk in Stonefalls, Bal Foyen, Deshaan, and Vvardenfell? Those places are closer to the elk's natural homeland, so there should be even more of them there, right?

The most appealing thing about having Morrowind based zone should be it's unique ecosystem - all the strange fauna and flora which made home there, since the usual stuff can't survive the enviromental conditions: Most normal plants won't grow there and those few which do will have thorns, toxins etc. to avoid being eaten. As there isn't enough edible plants usual herbivores can't live there, meaning usual carnivores have nothing to hunt, so they won't live there either. Instead we have lot of fungi and gigantic insects, which likely wouldn't survive in competition with plants, mamals and such, but are able to thrive here.
Elks quite obviously don't belong there. It makes no sense to have them and it will take away from my immersion and enjoyment of the zone. Can't think of any reason for ZOS to put them here except lack of care or laziness. Hope someone on the developement team will step up to fix this.

Hit the nail on the head, it would probably be quite a easier fix then other things i imagine, simply replacing the Elk with some netural Guar.
I'm just as annoyed as everyone else about the elk being in Telvanni district.
But I'm hoping they are just a placeholder for the time being. The zone plays default soundtracks, too, i.e. placeholder music (I'm hoping).
I listen to the Tamriel Rebuilt soundtrack from tes3 while venturing throughout Telvanni. Fits very nicely.
There was another area in Apocrypha, if I remember correctly, that had boars and other non-Morrowind creatures running about. I'm hoping those too are just placeholders.
