I would expect elk in western Morrowind, crossing the border from Skyrim. I wouldn't exactly expect them in the eastern parts.

They probably wandered in during the Dawn era, before the volcanoes in Stonefalls erupted.
Afterwards, the Stonefalls population died out, whereas some still survived in the more verdant and hospitable Telvanni Peninsula, now being cut off from the main population back in Skyrim. Given enough time, they will probably evolve into a different species, uniquely adapted to the mushroom forests of Necrom.
At least that'll be my head canon unless they fix it.
On horses in Morrowind (2001-04-09)
Sorry, the Empire got smart and discontinued use of horses in Morrowind. For 2 main reasons....
1: The environment is not suitable for horses. The ashy air creates bad vegetation for horses and upon munching on grass and such, they drop dead. Ashgut sounds like a good term for the ash/gastro poisoning. Imagine having charcoal fill up your digestive tract. Cant be a pretty picture, especially when black goo starts leaking from every hole on your body, right before you pop.
2: Dark Elves find horses to be a great dish. The Alpo Bistro! No Imperial guard wants to walk outside his house and see a Dark Elven family picnicking on his steed.
The Empire adopted using Guar and Silt Striders since they are more indigenous to the area. In many cases, Guar and Siltstriders are more advantageous than horses anyways.
Since horses cannot adapt to Vvardenfell's harsh climate, sabers are uncommon, except among Legion veterans."

I do have to agree it really was weird and immersion breaking when I saw the elks on the Penninsula. I tried to convince myself it was okay, but it really is wrong for the climate.
I would suggest that, if the developers insist on having some kind of deer like creature, how about creating some weird spore deer that looks like those "meat horses" we got for pre-ordering? Some strange mushroom experiment product by a Telvanni wizard would at least make more sense in the land.
For those who are opposed to elk, what creatures would you like to see as replacements?
