Or perhaps you all assume it's something that ZOS "can't do" because you just don't want them to. I believe they can, just like they have shown to be capable of animating more complex cloth movements on newer furnishings. Just like they have been capable of animating tassets and cloth pieces on armor for years. It's really just a matter of doing it at this point.

Also, clipping at this point needs to just be accepted. Ok your cape clips, it’ll fit right in. Don’t like it don’t use it.

WoW capes aren't even that bad and suit the art style of the game, haha. You can just glance at WoW and see that the body models have more bones and superior rigging for armor than ESO does, to the point that I'm starting to question how many people here have actually played it. ESO has the obvious "knee buckle" and a stiff looking hem to the robes, and with just a glance you can see that WoW capes have better rigging than ESO's that caused a hunched back then just shot straight down to the ankles.

I like the way those look
They look like boring wow capes. Probably got three bones, three joints, and wave awkwardly when you run.
This isnt a Harry Potter game.
