While I do agree with everything you said about capes being canon to TES and that it doesn't make sense that people either want cloaks that perfectly flow in the games fake wind or none at all.... sadly, the problems have definitely not been fixed even 10 years later and it's unlikely that they ever will be. No. I also have problems with some of the ridiculous outfits people wear too and they'd look even dumber with capes.

They are possible in the game, provided you don't want to carry a weapon that would clip when sheathed. So no two-handed, bows, staves, swords, maces, daggers, or axes.
If you want a cape, you'll have to agree to be unarmed, or never put your weapon away, (so no interaction with crafting stations, or resource nodes.) Could get tricky to play the game while wearing a cape.

Look, honestly... Nowadays ESO supports things it never would. Hundreds of players walking around with companions, or even the necromancer/arcanist classes, to me, are proof of how much they've improved the game's optimization. (It is a class with many more particles and effects than any other class).
I don't think super complex physics emulation is necessary. From my perspective, a simple animation would be enough (in my opinion). We have this type of fabric animation, for example, on the camel saddles in the game;
I don't know, I really don't think the game is in the same state as it was 10 years ago. And I played at that time. A time when they needed to remove Cyrodiil's trees to improve performance... If the engine couldn't support it, the cloaks wouldn't be in the game's early trailers. It was a question of performance at the time. And like I said, I think they've improved the game's performance considerably in recent years.
