Those were my two favourite dlcs to be honest. No world saving, no pathos, just two self contained storis with events of local magnitude. But I just liked TG better. It had nicer characters, for me they had kinda the vibe of Robin Hood's Merry Men. And the locations were gorgeous. Just look at some of the screenshots I took (CAUTION! THEY MAY BE CONSIDERED SPOILERS!).

The Thieves Guild daily "heists" are quite difficult when you start out. They take a lot of practice and the right gear setup to beat timer. They are kind of fun once you get the hang of them, though.
Gold Coast has a good story, too. But characters are not as warm and likeable, although I guess that is to be expected when dealing with a lot of Sithis worshiping amoral killers! The location is gorgeous. They really nail the feel of Italian countryside, which makes sense for the Roman-inspired Imperial culture.
The Dark Brotherhood daily "sacraments" are both easier and harder than the Thieves Guild heists. There is no initial timer (although there is an escape timer once you complete sacrament) and fewer targets. There is a bit more leeway for getting seen. But there are a lot of really annoying configurations of guards and civilians and targets where, if you want to not get caught at all, you end up sitting around in a hiding spot for what seems like a half hour while you wait for this dance of 16 NPCs to finally arrange themselves where you have a split second to kill your target without being seen. So I guess Sacraments are easier to complete but harder to master than Heists?
I think both are worth owning, but I would start with Thieves Guild.
Yes, you have the main story, then Queens story, Walks softly ones and Velsa. And they are kind of tied together organically.Thieves guild has better story (bunch of stories), characters and zone. Abah's Landing is rather intricate town. If you begin with low Legerdemain it can be rather frustrating grind.
Dark brotherhood is more straightforward and less laborious and you get the pleasure to kill a lot of citizens. Shadow Rider passive is rather nice for overland.
I'm currently doing Thieves guild with yet another alt. Wearing 5 Mothers embrace, 4 Darloc Brae and 3 Night terror makes parts of it less stressful... (Cheapest you can find in any quality / trait does the job. It's mostly not about fighting.)

TES Oblivion is my favorite game but them sticking to the Oblivion layout of Anvil really holds it back; IMO there isn't a need to make near-exact layout copies when making cities that appeared in the previous games. I probably can guess correctly why it's done though.
