Northern Elswyr. It's so incredibly sectioned off and many of the wayshrines are in odd locations. Lots of running around from place to place to do anything with the zone not really flowing from place to place in a natural way.

A Toss up between Cyrodil and Craglorn

Craglorn just doesn't know what it wants to be...and Cyrodil all that space for a handful of players...that's just messed up.

Probably Shadowfen. I dont hate the zone thematically, but I used to always cringe when I had to do surveys there. So much water that is just deep enough to dismount you. Its a pain to get around.

None. I have no interest in PvP so haven't visited any PvP zones. I guess that Imperial City could be said to be frustrating because it does have PvE which is locked behind PvP, but it certainly isn't a zone I hate. As for Craglorn, I rather enjoy that with its mix of solo content (which I do) and its group content (which I wander through but don't complete). It's all a bit like the trading system - I dislike it and have nothing to do with it as a seller and only minimal involvement as a buyer, I simply don't hate it. I guess it's all down to the fact that I enjoy my gaming hobby and hatred just doesn't come into it. If it did, I'd take up golf instead.

Shadowfen and Murkmire, just dislike them intensely. Too many mobs packed too tight, not the kind of swamp I like (that would be Hjaalmarch).

as someone who is doing this right now I can agree, but really it's any zone that uses excessive mountains...u can't tell by the map where you have to go to climb them and it just wastes so much time running back and fourth trying to find a way up.

That's exactly my position, i.e. I like all the zones I have access to (there's still a handful I don't own), enjoy Craglorn's additional challenges, and have never visited PvP zones so have never had a chance to get annoyed by other players trying to kill me while I'm questing/foraging.

I don't hate the zone, but I would have to go for Vardenfell. Although it has some nice and interesting features, I feel like I am taking part in a cyclocross event by having to scramble over the terrain most of the time.

Malabal Tor. I won’t be elaborating, except to say I’ve been actively avoiding it whenever possible for almost 9 years now, and every time I go there for any reason, I’m reminded how much it annoys me.

This. The wayshrines seem like they were intentionally placed in the most inconvenient locations for dailies, dragons, surveys, etc.

Malabal Tor and its hoarvars, stranglers, and terrain is a close second.

    Galen

The island is so small that it's completely dominated on the map by Wayshrines. High Isle ALMOST has the same issue except it has that little island in the south-east so you can click on something.

This pretty much, especially if the map doesn't give you any clues where you can pass and where you can't.

This and Northern Elsweyr. Both are pain to get anywhere without backtracking. A few more wayshrines in each zone would help a lot.

Any answer other than Malabal Tor is just wrong. This might be one of the poorest designed zones in MMO history.

I have gotten stuck in a recess in the rocks on my way to a survey there so many times

Generally I dislike any areas that are difficult to traverse and you have to go around mountains. Same for large delves that have a lot of levels, and since you can't mount, it takes ages to go through. Thematically, two places I really dislike and never went back since doing the dailies for them are the delve in Murkmire with the voriplasms, and the Nighthollow castle in Blackreach. The voriplasms in the former and the wallowing voices in the latter make them really creepy.

Shadowfen - It just feels off. The dismounting is an issue. Also while I love the ancient argonian architecture the newer “hut” architecture is not appealing to me. Lastly now that I have seen murkmire, shadowfen just feels a bit dated.

Imperial city - Beyond the pvp problem, the zone seems (purposely?) confusing and easy to be turned around. Finally the quests seem easy to camp for gankers.
Cyrodiil I like better. If I need to do dailies for some event, I can bring my very speedy vampire nb that can zoom across the map undetected for scouting missions.

That’s weird because it is my favorite place to do daily crafting writs.

Galen. It is a horrible mess to navigate.

I don't like how there's no house anywhere, not even another inn room. So, if I want to quickly get back to Vestyr to turn in any daily quests without paying a fee for the wayshrine, I have to go all the way back to the inn on High Isle and then go to the wayshrine in the city there and back to Galen and Vestyr. Or, I have to go all the way back to whatever wayshrine is closest, if there even is one close by just to get back to the city. It's ridiculous.

Morrowind. The Dunmer there are so nastypompous that the last thing on Nirn I want to do is help them by doing quests for them. The Altmer in Summerset are jerks also but not as bad as the Dunmer in Morrowind.

I enjoy all the zones, but the one(s) that are the "most annoying" to me are the ones where I can't walk very far without getting attacked by a swarm of kotu gava-- mainly Hew's Bane and Murkmire.

Getting attacked by a pack of ice wraiths runs a close second as far as annoyances go.

Yes! It can be very hard to find a path from here to there, especially for treasure maps!
