Yup this is what I was trying to figure out. The menu pops up on the side when you open individual collections so I got it figured out. Although the side menu for emotes seems to be missing. Odd that you can't do it from the different tabs in the quick slot inventory menu... ohh well, Thanks.
On gamepad, click "Up" on D-Pad to bring the quickslot wheel and then press LT and RT triggers to cycle between "Tools", "Emotes" and "Allies" wheels. On keyboard and mouse I think you need to click mouse buttons to switch the quickslot pages after pressing the quickslot key. RMB to move to next page, LMB to move to previous.
Not sure on game pad. (...)

On console you can equip them to the quickslot wheel, as its the only way to use them. How are they used on PC?

I haven't been able to find any way to use the "Y" slot that shows up sometimes. My assumption is that it's for the companion, but I haven't figured out how to assign it - plus "Y" has another use already (by default). Thoughts anyone?
