Maybe that's because WoW knows how important customization is to players. It took awhile to get them to hide shoulders, but they finally did. In fact they went a huge step forward and made it so now you can hide any armor except pants.
They also added skin color and every other facial feature to the barbershop besides just hair styles and colors.
All I am asking for is an affordable way to change my hairstyle and color. At the very least the hair style cosmetic pack should include hair color. It's ridiculous to expect us to spend 1000 crowns if all we want is a new hair color.
And a way to hide the hideous armor pieces that completely ruin what could be some very nice looks.

No, WoW doesn't have some superior view of costumization. Far from.
It did take them awhile, and no they aren't going to have the same amount of customization in body size etc., because WoW is an old game. BUT they did listen and did give players a way to look how they want to look without dipping deep into their pants pockets to pay for it.

Bottom line is other games have realized that appearance is very important to players, and some have wised up and made changes. ZoS knows this too, yet still holds onto locking things like dying your hair behind a big cash cow.
Like I said in an earlier post, making your customers happy keeps customers and brings in new ones. New ones who will spend money for other things such as subscriptions, crown crates, mounts, etc..

I was a Beta Player (have the monkey to prove it) enjoyed it as a sub game. I am also an example of the other side of the coin. They loose money from me by treating me like an ATM machine. I have the disposable income so if I wanted to I could change my hair color once or twice a week on a whim. I could change my character's height, race, and faction a few times every month. I am one of the actual people like so many people who did buy some some of the base hair packs, followed by a few others when they came out.
Eventually it seemed as if they did not value what was fun for me just how much money they could make for me. So I stopped purchasing things. If the game added a few things for free like the barbershop, hair dyes, I would start spending more money again. Because for every person who says if they gave those things it would be a slap in the face to people who spent money. There are plenty of us who feel like it is a slap in the face because all they value is our money and not us being long time players.

I am surprised they have not offered such a package.
These are the same developers who made the revised motifs separate “ancestral motifs” instead of just updating the pre-existing ones. Because they could monetize and incentivize.
If they put in a barbershop it would be monetized to be about the same.
OR they could - oh I don’t know - make it a free service for ESO+ members

Whenever I make an outfit it takes me so long to pick shoulders - a lot of them are far too big and have floating/clipping issues!
I would guess that adding that at least (free for players like hide helmet) wouldn't be too difficult? I'm surprised it hasn't been added already.
