I am curious about this as well.
From my own point of view the bottom picture is taken first person of the real gameplay.
The top photo looks to be grabbed from a trailer for the game. At least thats whats the angle says to me.

You need more hardware to play Minecraft (a RTX 2080 TI)
than ESO at this point, which just needs a potato machine to run its potato graphics.

I expect the game to look like the Demon's Souls or Horizon Forbidden West trailers that were revealed. PS5 is fully capable of photorealism. The gameplay of the remastered ESO should look like the cinematic trailers it currently has.
The existing graphics of this 7(!) year old game (released 2014) are heavily showing their age - very washed out, low poly, and zones like Auridon are very low detail and bland. The graphics in the latest WoW expacs already beat ESO by miles (look at how dense the Kul Tiras capital is). Without a graphics remaster, new players won't be attracted to this game and it will die in a few months.

ESO died back in 2014, twice, first was shortly after launch, due to a lack of end game content, and later in the year due to no console launch. After that, it died in 2015 because ZOS focused on console launch instead of PC.. Oh, yeah, also in 2016. Possibly also in 2017, 2018, and 2019. It is hard to keep up, but I know it will die this year due to Harrowstorm and Greymoor, with the ever popular skill desync, and probably again later this year because of something Lambert or Wheeler will say. Rest in Peace, dear ESO.
