You can put it on when you have a large bounty and talk to merchants normally. I would assume this works for vampire lords too.

Like Ilsabet already pointed out, that's not the one I meant. The one I mean is an actual item in your inventory that you put into your disguise item slot. It lasts 10minutes I think and disappears when you take it off or commit another crime. So it might not work but there is only one way to find out.

If you talk to a merchant and while you use the buy/sell window, the skill fades away, does the trading stops as well?

In case anyone wants to know the clever trick:It is the Mesmerize skill, one of the new Vampire abilities. It's very buggy though, it seems. I tried fully ranking it up after morphing it to the Stupefy version, to see if it would work perfectly at that point, but it does not. Sometimes it works, most times it doesn't. When it does work, you will see a purple glow over the NPCs head and you will be able to speak to them as you normally would. I really hope this gets fixed because it's a really fun way to engage with the justice system as a vampire.
