Off-topic a bit, but isn’t this what ZOS actually do? They implement something, test it to ensure it doesn’t break the game, then watch as it goes live and adapt. If player reaction is extreme enough, they may review/revise their changes.
No, the majority of changes they put on test (usually nerfs) are unpopular, but get pushed to live despite months of player protests. The only time they change stuff after the fact is if players have found a way to exploit it, or if it's introduced a new bug/unintended effect that didn't appear with the small number of people on test using it.

Of coarse, those cameos might already exist. I honestly never notice most cameo roles until somebody points them out.
