Why not have both? The people who want to show off their skin can do that and those who want to cover everything have an option too. See, everyone are happy that way.
Personally I love how many fully covering outfits this game has for female characters, but that doesn't mean I think there shouldn't be alternatives that show off skin for those who want to do that.
