For me...I DESPISE Reapers March. It’s spread out, and unlike other areas, you can’t run across map. Apparently the devs thought it smart to surround EVERY LITTLE THING by a mountain which makes this zone so hard to move around
Imperial City. There is no contest.
There isn't much on this game more annoying than losing Tel Var because a zerg decided to run you over. Cheap PvP deaths are annoying enough as it is. But when you add a penalty to it, it makes it intolerable.
WHAT... I know the PvP aspect can get really annoying, but it's such a cool area, both up in the districts and down in the sewers... nothing else like it in the game.
I guess I'm just not as impressed with running around in a sewer as you are. The city area looks cool I suppose (in a nightmarish sorta way) but not nearly cool enough to make up for it's annoying design. Out of all the areas in the game - this is easily the zone I least enjoyed exploring. I hate being ambushed by players while fighting and losing most of my stones. It's just aggravating.
If they had a PvE version of the zone I might would have enjoyed it more.

The zones are horrilbly done and they still have no homes on them, even though I would appreciate a home in the frozen bleakrock isle area

In terms of looks: Alik'r. The story is great and the music is fantastic (especially at night), but the zone itself is still a huge pile of sand. About six and a half quadrillion grains of sand...
And in terms of story/quests: Greenshade. In the final parts of the zone each quest has you go all over a Point of Interest, and then a 2nd time in a shadowy version of the same area. And the quests themselves are set up in an annoying way
Not going to leave out EP here, so I'm going to mention Stonefalls as well. Lava = bad...

But there are some quirky little additions you can stumble upon. Like the sweeping skeleton or those walking ghosts. I think those random finds make the area more interesting than it seems (if you have a fully trained mount that is, plodding around on a slow mount would be tedious as hell).Cyrodiil by a landslide, and not just because it is a PvP zone. It's a bunch of open space devoid of much of anything interesting or any actual content. There is almost no point to go there for any reason other than PvP, which I suppose was the intention.
