Ah, I feel your pain. I'll share my routine and tricks with you:
I made a lot of space getting rid of all head and shoulder pieces that weren't Monster Sets after staves started being counted as "two" for set bonuses.
I try to track all my sets with Set Tracker (the original author is no longer maintaining it, but there is an update for Wrathstone HERE).
When I start thinking about a set, I search for the [Daily] Set Tracker discussion on reddit to see how people are using the set - both mainstream and creative ideas. Archive list HERE. I flag the set as Sell/Decon if it's generally not used and I don't see myself trying the creative options.
Also I am more likely to keep trial gear, over dungeon gear, and if I am not sure will keep weapons and jewelry but drop armor pieces. This is because it is so easy to grind normal for armor pieces, but for weapons since they only drop off the last boss and chest it can take FOREVER to get them back.
Finally, I sell everything that is BOE. I used to keep stuff that looked interesting but my logic now is, if I can sell it, I can buy it later if I want it. Chances are good that it has more value now than on the future date that I wish to try the set.
Always depends on your own gamestyle, there is no "this set is not good" and "this one is best" sure there is the meta for every class, but they are most likely PvE relevant especially endgame.
The only really useless set I'd say is "Oblivion's Edge".

Useless sets are the ones that might as well not exist in the game for me. I'm looking at you, dungeon/trial/arena bind-on-pickup sets. I don't care how neat you look - if you're in a trial, I won't ever use you. Nor will I ever use you if you drop in a DLC dungeon. As for base game dungeons, I will rarely have the patience to bother with you either. You are useless, dungeon/trial/arena bind-on-pickup sets! You can go away until you remember how to be flexible enough to be sold in guild stores or put in people's banks without being bound!

Not "totally" useless. When I want to quickly fill up a stack of soul gems I'll throw it on.
no armor set is useless / trash, none, not one.
every armor set in eso is liked and used by someone somewhere with someones build that is loved by the user.
this thread leads to the destruction of sets and builds that people cherish and use daily.

Are you serious? A full set of trainee gear for new players is definitely what you want to wear while LEVELING UP. At least until you can make your own Gear.
