[Bug] Silver Dawn motif not guaranteed drop in vMHK HM

@ZOS_Finn @ZOS_GinaBruno We just completed vMHK. On Hard Mode. Only two members of our group got motifs. It's supposed to be a guaranteed drop on Hard Mode, and it's not.

That guarantee is not working.The Silver Dawn Motif will be available later this year, after Update 20 is released. The Chapters can be obtained by completing Moon Hunter Keep, becoming more likely with higher difficulties of the dungeon, up to being guaranteed to drop on Veteran Hard mode.
