It's impossible to solo. Even if you kill all the guards in a 20 second time frame on each flag, and mount and leave with 60 horse speed at the exact moment the flag tick reaches 50%, it is still too slow and cannot prevent the NPCs on the third flag from respawing.
Did this loop three times and ... sigh ...

Also to do the quests, you can kill the guards and not flip the flag?

You can solo it. However you need to either be very fast or, going A -> B -> C, bounce back and kill the respawned guards on A (and maybe stand on the flag a bit) before you flip C, to prevent them from reflipping A.
So basically do something like A -> B -> kill C guards but don´t flip -> A again -> flip C.
I´ve done it but it is annoying.

It is not as easy. After killing all respawned mobs at A you won't be fast enough to flip flag at C before respawning mobs at B. It is doable but requires very good DPS, smooth lag free gameplay and a lot of running.
What has changed with Cropsford?
They basically changed the Outlier flag which was previously guarded by 1 NPC (i.e. goblin) with 20k health and replaced him with 2 Honor Guards, 2 Guards and a few more trash guards. So you now have to fight guards on each flag. Because of this it is impossible to take Cropsford solo, because by the time you are done killing the guards on two flags and are onto the third, on the first flag the NPCs will respawn and the flag will flip back.
This is a problem because towns are sources of gear and quests, which should be accessible to solo players. You cant expect people to bring friends with them always to complete a daily quest or buy something off the gear vendor.
(And don't misunderstand, its not about DPS here. The biggest time spent is when the NPCs are dead and we are standing around waiting for the flag to reach 50%. I kill all guards within 30 seconds except on the new Outlier flag, which is probably like 45 seconds)
What if you leveled an AD character to 10 and bought till your hearts content? There's much to be enraged about regarding Cyrodiil but this is one you could quick fix.
