    To update everyone on the patcher issue, we can confirm this is an ISP issue. We’ve reached out to the internet providers who are blocking the associated files, and at this point, it’s up to them to resolve the problem. In the meantime, using a different network path could fix the problem and allow you to fully patch the game since this issue only affects certain files. In this case, you could try using VPN or using a different network or WiFi connection. You could also try uninstalling and reinstalling the game.

    For starter this just read as a complete copout by ZOS. several of us in this thread have already stated that reinstalling the game results in the launcher hanging up long before the 9/4 patch attempts to get applied. after many phone calls and long conversations with spectrum they assured me that nothing changed on their end recently. I've downloaded the game on 3 pc's and my playstation all from my current ISP with no problems at all before the 9/4 patch. It's quite clear you've changed something and its too large and involved for you to want to revert for the amount of players its affecting.

    It's hard to believe that an ISP could legally block any files from a gaming company unless they were deemed malicious or dangerous to the consumers who use the ISP.

I find this statement itself to be the hardest part to swallow of the post, In the future if a ISP that servers 100k+ ESO customers decides to block files the loss of revenue to your company could be catastrophic.

    Wouldn't the better direction be to stop using files subject to being blocked by ISP's?

    Concerning as ISP's seem to have had issue with X, or Y to result in this.

    We are currently looking into ways to prevent ISPs from doing this to our traffic in the future
    Use HTTPS to encrypt traffic to the patch servers, and no ISP will be able to man-in-the-middle the traffic.

    Please Zenimax, help me. I just want to play my game. I tried all these methods even though I don't understand them because I don't do this on a regular basis.

    Also, thanks @Xk3koax for your message. If I have to pay for another temp Isp just to get my game running I will look into it. Yet there's no guarantee this will work.

    Imagine how I feel. And anyone else going through this. Yes it's true I used to do a lot of coding, hacking, script writing, macros java css stuff but no longer do that. You seem to be asking us do basically run codes and alter files not realizing we don't work for you, we're just your clients.

    Thanks to all the suggestions here I was able to get mine and my daughter's game patched. We have Mediacom at my house. Downloading and copying the files worked for us, in two stages. My husband was able to patch his by continuing to reopen the launcher and letting it slowly creep along; eventually it did finish. I don't understand myself how it can be ISP related but I am not knowledgeable in that area. This is going to be frustrating if this happens every patch going forward! I love the game; my husband and I play just about every day. I am going to look into the free VPN's mentioned here, however I don't feel like it should really have to be this way!

    I tried a 3 day trial of NordVPN and it worked like a charm. It still makes no sense to me that it is ISP related. I called Mediacom and had a long talk with them and they said there is no way that the files are being blocked. They even checked my activity and said there are no issues on their end. They said the files must not
    be correctly configured and that something is preventing download but it isnt them. They would not stop a legit game file they said. So I am not sure what is going on. I don't know who is at fault but at least I still have a chance at the 100k lol!

    I have experienced these same issues since the 9/4 patch. The solution described by eckertt001 and reekHavoc above worked for me as the two-step process they describe--thanks for the step-by-step, since I have eleven thumbs when it comes to computers. My ISP is also Verizon FIOS and I've not had a problem like this from them before now. ZOS, please continue any and all efforts to resolve this conflict from your end, because this doesn't seem resolved, just temporarily bodged back together. I'll look into getting a VPN client.

    yeah if this is still a problem for you, DL and install a freeware VPN and just do the ESO patch DL. I used windscribe. was no problem to DL and install. I just clicked the launch for it and turned it on. ESO repaired/patched just fine. Windscribe has 10g of free data, way more than enough to finish this DL. i might actually keep it on my computer heh

    We just bought a VPN (my husband did not trust any of the free ones), installed it on our machines, and we can log in.
    The patch downloaded in seconds. With the added cost of the VPN, ESO is now $60 more per year on top of our subscriptions. To be fair, my husband had been thinking of getting us a VPN anyway, and I accept ESO's statement that the issue derives from our ISP, not them. So... more secure, a little poorer, and now more killing to be done. Off to go cause some havoc, good luck folks.

    There is an easy, yet a little more expensive way to solve this. You can use a VPN to download the patch files. I use Windscribe and as we speak I'm download the files but you need to pay $4 a month in order to use their unlimited data feature. No one really knows how much more longer this problem will persist and I really hope they fix it soon but here's a fix for those of you with cash to spare.

    Really, the fact that they are saying "it's an ISP thing" is a total copout (as someone noted above). If it were in fact an ISP problem directly downloading the files (from the website) shouldn't work either. The as someone else noted above, more or less, the reason that using a VPN works is that it encrypts the data end-to-end. This is ABSOLUTELY a ZOS issue, and I refuse to pay for a VPN just so I can download their game. ZOS needs to get their act together.

    Did you have to keep the VPN as you played? Or can you just turn it on to download the files and then turn it off when it's finished?

    All I have to say is I'm disappointed. I hope that there is going to be some formal , well thought out apology when this is all over. I, and the many people that are suffering due to poor customer service is outrageous. And now we have people spending more money on things that we should not be doing at all.

    Sure it's great you want to pump out updates and keep this game fresh and upbeat, sure this game is also your magic cashcow and god like golden egg layer, and if you want to spin so fast your head gets dizzy then that is all on you, however taking a moment to stop and think about us, we whom are supporting you financially, and even those that are your fans to swell your head in ego, those and we are the people you should be concerned about.

    Please Zenimax, I just....want.....to....play my game. Why is it so hard to do this?

    Going forward, please I beg of you no more mistakes. Because I can't stress enough, I don't care what happens with the outside world, if I want to escape reality and role play or fantasize I'm living a different life, then please just let me play my game.

    Your team either has no clue what they are talking about or are lying taking us for fools.

    1. You claim its an ISP issue but then recommend reinstalling the software. How does reinstalling the software fix an ISP issue? Especially, where you claim they are blocking inbound files? If that were the case, than reinstalling would result in the same result every time. The same files would be blocked. It sounds like for whatever reason the launcher got corrupted. Which is why reinstalling worked for some people.

    2. The game itself is not blocked but for some reason the launcher is blocked from updating which means that either the ISP is blocking traffic on those ports or ZOS is blocking launcher in bound traffic from those ISPs. Which one sounds more likely? I see no reason why some of the largest ISPs in the country (Spectrum, Verizon) would randomly block inbound or outbound ports going to your patch/update server. That makes no sense.

    I think you at least owe us a better explanation than putting the onus on us and our ISPs to figure this out and wiping your hands clean of this debacle. Several people have already stated they contacted their ISPs and at no surprise the ISPs claimed they are not doing anything unusual. Since you've contacted our ISPs and have determined the problem is on their end give us more detail so I can go back and troubleshoot with my ISP (Spectrum).

    Problem with that theory is I have two computers and two accounts. The Laptop will not download but the desktop will. Same inet connection same provider same router. So I don't think you can pawn this one off on the ISP, that being said, connecting to my Cell phone did allow it to download the patch. maybe its more toward a virus protection. I use webroot but maybe windows defender was stopping it somehow.

    Its not an Anti-Virus issue. I turned mine off to try and get it to work.

    I'm sorry, I have had enough of this. I am beyond frustrated. I attempted every single avenue in this thread to the point of unpacking all the files to see if there is any unusual coding and viewing coding from the exe files as well using methods not unlike running cmd.exe as admin, offzip.exe -a -1 -z -15 <input file> <output folder> <0ffset>, Then just use notepad++ to load it and view it and I couldn't find anything unusual that would match any known trojans, worms or viruses.

    I tried to piggyback off other wifi even open unsecure wifi, even used this vpn crap to which I don't understand if it's only to mask my ip address how does that differ than normally using other programs to mask and or change my IP address that would allow your file to get to my desktop.

    uninstalling and reinstalling, or leaving it and deleting the launcher folder entirely, and clicking the play button on steam to initialize the reinstalation of the launcher. Force tricking the launcher in thinking it cannot decompress it's own files and has to revalidate did nothing. Again, I don't work for you, I am your client.

    Nothing is working. Not direct download from the links posted, not attempting to use another vpn like my brothers and sisters from Maui , not even directly opening the exe files to see if anything looked currupted or funky. So I'm going to have to agree with most people here, the issue is not on our end, it's yours. And why is this affecting only certain people? Like I said I have 2 versions of this game, windows based from your site, then steam based. More than likely because I linked my accounts, I can't even find the link any more to the windows version. Do I need to unlink to see the download button from my profile? The profile on eso?

    My suggestion. Start from scratch. Get the older version, reupload it. Let us download it, then you can scratch you heads all day and forever before you figure it out, meanwhile we get to play our game.

    Oh and how rude, I will point this out. Just like your fellow coworkers on twitter, I'll tell you a story. One day, One of the TESO twitter people reached out to me to let me know when they're going to twitch in the noon time which would have been 5 or 6 am my time for me to get a drop. I get there, then I post "Good morning everyone" in the channel chat. My comment was immediately deleted, I post again to ask why it was removed, but I got an auto message telling me I was temp banned for 2084 seconds.

    When I posted this issue on twitter, on both bethesda and the elder scolls online people, not one of them acknowledged my comment, no one ever posted a reply, did not reach out to me in a private message, didn't apologize to me for the inconvenience or even just post that they would look into it. Nothing, so since that day I decided they we're not worth having me follow their twitter and twitch channels, so I deleted them all from my life. I did nothing wrong, I advised them of the issue, and no one had any brains in their heads to act like a customer service rep and acknowledge me.

    Just like you are doing with this launcher. At this point I know exactly what your'e thinking. And I don't expect you to acknowledge me as an individual, I expect simply what everyone else expects, results and you just telling us you're going to revisit the issue at a different angle. Even if it's going back to an older version to compare the two so see if there may be anything at all in the slightest way that may cause a fatal error. I don't have time or energy to ask you to hold my hand and pat me on the back, just enough time and energy to tell you the steps I took to try and make a fix on my end which does not work.

    After this, I'm just sick of posting here now and feel very uncomfortable. Yup, you just made me feel very uncomfortable.

    I can certainly understand your frustration chaz. I had uninstalled the entire program, thinking it was possibly some weird....something. The only way I was able to get the whole game redownloaded and to run was to go through extracting each of the URLs that was failing to properly download and manually downloading the files, and placing them where they were supposed to be. And even then, once I was able to finally load into the game I couldn't play because the game was using ~80% of my CPU cycles and close to 4gb of RAM, I was getting maybe 4 fps. I am very unhappy with ZOS right now, and their response to this issue.

    That said, the reason that using a VPN should have worked (or has worked for others) is that it encrypts the data end-to-end. It's not just about changing IP addresses. That encryption means that the ISP isn't able to detect anything about the data being transferred, and thus whatever exactly is causing the hangup/transfer problems is avoided.

    If the files that other people have posted are not working for you (and you really want to try and do something) what I did was keep running the "game consultant" from the launcher folder and getting the website it was attempting to access/extract the file from and then copying it into my browser and going there and manually downloading the file(s). All told I needed to download ~35 files. If all you need is the patch you should have far fewer (and they should be much smaller). You can tell which files go where because when you browse into your game folder you should see partial files that will match.

    To update everyone on the patcher issue, we can confirm this is an ISP issue. We’ve reached out to the internet providers who are blocking the associated files, and at this point, it’s up to them to resolve the problem. In the meantime, using a different network path could fix the problem and allow you to fully patch the game since this issue only affects certain files. In this case, you could try using VPN or using a different network or WiFi connection. You could also try uninstalling and reinstalling the game.

    We are currently looking into ways to prevent ISPs from doing this to our traffic in the future. Thanks for everyone’s patience, and if you require further assistance, we encourage you to reach out to our Support Team.

    Just a suggestion that might make this pill a little easier to swallow for some. You say its not your issue but an ISP issue and to use a diff isp or VPN. Maybe you should have someone walk people through a VPN hook up with a trusted site. (Add a disclaimer of course) I did not even know what a VPN was until I researched it and it is nerve racking downloading from unknown sources. Don't just take our money and then ask us to figure it out ourselves. Be apart of the solution. Oh, and offer to make sure people still get their dailies until this is fixed. My son and I share the same connection and ISP and my desktop worked fine while his laptop did not work. So not sure how the ISP is the issue. But if this happens again with the desktop I will have to try a VPN and I am not looking forward to it. I pay you all every month to enjoy a game and you want me to pay another company to download it.

    I can certainly understand your frustration chaz. I had uninstalled the entire program, thinking it was possibly some weird....something. The only way I was able to get the whole game redownloaded and to run was to go through extracting each of the URLs that was failing to properly download and manually downloading the files, and placing them where they were supposed to be. And even then, once I was able to finally load into the game I couldn't play because the game was using ~80% of my CPU cycles and close to 4gb of RAM, I was getting maybe 4 fps. I am very unhappy with ZOS right now, and their response to this issue.

    I use and have Windows 10, I use Norton anti virus, I am not sure if windows defender is turned on because Im pretty satisfied with Norton, I used to do the whole best buy webroot, but think Norton works just a tad better. Unless specified , what ports am I using is unknow, like what port on my end is supposed to be open? My Desktops normal firewall, and my IE , Chrome I am pretty sure http;\\theelderscolls is as a trusted site and allowed in programs. http;//142.128.4.75 is also on the trusted site in security tab.

    What about the file itself, if I right click it for properties, is there a specific way to allow it to open? I just feel with me asking all these questions it's as if zos is forcing me or us to work for them instead of the other way around. Why do I need to brainstorm these scenarios when the publishers of this file should be.

    Another example, if I'm altering a UMD or ini file I can open both files in HxD, and I can compare the two to see what changes were made, so I question why isn't zenimax doing this? Why am I'm ask questions here like is it my version of windows, is it my core, is it a port I need open, is it a firewall issue, is it antivirus, is it the properties of the file itself in how it's directed to open, do I need to use RAR to extract my own files, do I need to run cmdexe to offzip and change a line of code or delete a line of code, is the new file compatible with my system, did they mistakenly add a (x32) to a (x86), do I need to change the files extension in how it's automatically being saved in each folder, is each line if http addresses to depot_233to235.z01 from the hostdeveloper that ranges anywhere from 43kb to 453,746kb all the same files or are they separate files that need to be downloaded which makes 100's of them?

    I don't have time for this. This is not my job. I don't work for zenimax in anyway shape or form. I'm a client. I provided the proper feed back regardless if I understood what I was doing, I followed directions as noted by others and nothing is working. All I know is one day I was fine, next day come in and see a patch coming in and I no longer have access to this game. Been sitting here for days before work and after work during all my free time for hours on end which produced no results.

    I'm sorry, at this point based on my experience with zenimax and it's poor customer service I do not feel comfortable with this place anymore. Especially with some of these people representing Zenimax on social media like twitter, twitch, facebook and their way of relations to their clients , well it stinks. So I guess I have to table my game to the side and wait for next months patch update or when ever that is going to be.

    They have my open ticket about this. I'm done, I'm beyond disappointed, beyond frustrated, I have no confidence in zenimax anymore and lost what ever level of trust I had.I don't need to go through this kind of stress. It's just a damned game, I like some people had invested a lot into it, I've been through things like this before however this one tops them all.

    I did some further playing around with the launcher and the evidence does not show this to be an ISP issue at all.

    If I keep closing and restarting the launcher I can actually make slow progress. I did this about 10-15 times and made it to 13% complete. Obviously this not a solution/workaround as I would have to do this about a 100-200 times to finally reach 100% but it does show the files are coming through until launcher crashes. (You can also monitor the network throughput to see files are coming through until the launcher crashes - see below.)

    The problem appears to be the launcher as running 'taskmgr' and monitoring the launcher process will show it continually consuming system memory very quickly until it reaches roughly 1.5GB at which pointer the launcher will either crash/freeze or display 'download stalled'.

    This needs to be further investigated by ZoS as it is definitely an issue with either the launcher or their back end core network.

    I've been playing this game and updating it fine since Open Beta.

    Unfortunately from their responses they don't care. They are bent set on the fact that this is a ISP problem and what little amount of us experienced/experiencing isn't a big deal. Now as someone else mentioned if it was 100k people and more this would be a quick fix. Kind of disgusting they would allow this to happen to anyone big or small.

    I refused to pay someone else, and as I explained in a previous post I was eventually able to solve the download issue by looking at the report that Game Consultant (the executable is found in your launcher folder, and the report generated is in your documents folder) generates and extracting the URLs for the files manually and downloading them. It's likely more of a hassle, but is cheaper than using a VPN.

    There are also people in the thread who are having the problem on Verizon. Regardless, if some people are getting blocked and some are not it is not simply an ISP problem. Especially since there are people who are able to download fine on one device and unable to download on another device using the same connection point. This is not something ZOS can (or should) be blaming solely on the ISPs. If it has been working flawlessly since launch for people, on the same ISP, and they make an update that suddenly breaks it...that is not an ISP issue...ZOS effed something up in the update.
