PC EU here too. I've had it since the weekend 18/19th of August, but many say it's been since the maintenance earlier that week. As @LtBottle says, it actually seem that it works OK on off-hours, but stops working partially or completely during prime time.
Battlegrounds seem to break down completely ("someone declined" for hours, with full group or not) and the dungeon finder mostly. Sometimes one can get a dungeon with a full and ready group after a long delay ("someone declined" spam), but sometimes it utterly fails to do even that. With partial groups the consensus seem to be that the dungeon finder fails consistently, even as tank etc.
I should also say that ever since the weekend 18/19th, I've had noticeable bouts of social communication lag, i.e. guild chat lagging, guild chat dropping messages frequently, grouping failing or being very delayed, guild notifications not appearing etc. And that's been during the same prime time.
^^ And while I'm happy that Gina responded, I'm also kind of pissed that they have "just" seen the issue and requested the knowledge of the server!
I thought it was so obvious and already documented on so many pages/posts before! Forums have been flooded with these kind of posts. I even hoped the fix was ready.
Like, guys, this IS a major issue and has been like that since the big patch day.
PC/EU here. Tonight it was less rough, after a few misfires the queue finally worked, but in prime time, can sit for long time holding fingers above 'F' button while the queue gives spirious rejects. Usually, after queueing solo or in a group not including a tank, if the turn comes almost at once, it's almost sure sign that it's a bug and queue will start rejecting repeatedly.
Group matches failing because ppl went afk or smt are probably not that rare at all but seriously: Why is there no monitoring on the dungeon finder performance?
Hundreds of matches failing every minute should really ring some bells and not go unnoticed for over a week
It's not exclusive to EU though it is worse apparently there.
I tried to group up for a world boss in Summerset this last weekend and also Tuesday evening and it immediately said "Failed to join group", on PC NA, because apparently it gets buggy when the group is above 4 members or will be when you join.
In fact, I tried, during the Gold Coast anniversary event, to form a group myself for the world bosses in the Gold Coast zone and I couldn't use keyboard and mouse to click names in chat to invite people from the normal chat window once the group had 4 people in it. I had to switch to the text chat option, since I am always in gamepad UI, to be able to invite above 4 total group members. We just mostly avoid it or found ways around or tolerate it/don't complain so much on PC NA because we're used to bugs like this in this game and every MMO we've played since the 90s.
This is something different, though. Sure, that "failed to join group" bug appears now and then, as well (and sometimes you "fail to join" and then join anyway...)
This is about the dungeon/battlegrounds queue. The two may be related but not obviously so.
Whats even more annoying is when you finally join a BG, after 30 minutes of waiting and 3232324343243624234632436242364382462348326482346378463284239423 declines AND THEN the BG is actually bugged so it won't start. I want to ask a serious question: Are you just to lazy/don't care to fix it or are you generally unable to because of missing expertise?
Queing for battlegrounds is broken since the last 2 weeks at prime time EU, also off primetime you get the forming group bug regulary what means nothing happens for 5-10 min and then you return in queue again. Finaly it also happens regulary when you in a battleground the groups dont fill up what means you have to leave your current battleground and get the deserter penalty.
@ZOS_GinaBruno I'm trying a constructive feedback approach which might hopefully help you out.
There are three different issues going on PC-EU servers, mainly but not exclusive to prime-time :
1) Queue bug:
What you can see from the following picture can go on and on for 30/40 minutes. I might have a quite high MMR on my main but this problem is quite bad.
2) "Group Formed" message bug. You get the group formed message than nothing happens. I was going on farming stuff last time and after 30/35 minutes of "group formed" I just logged out and back in again. If you don't log off and on you can't re-queue of course, because you are stuck in "formed" state.
3) Queue bug inside the battleground. This is maybe the worst of all issues because you join the battleground and you get the "group forming" for infinite time. In this scenario, there are only a few players inside the bg and they are endlessly waiting for others to join. In this case, you have to leave the group and get a 20 minutes deserter debuff.
There is an impressive amount of time wasted in queues and lost time, which absolutely offers a bad and depressing gaming experience which is something I'm really sure you care about.

ZOS quit whatever you are doing now and fix the group finder first.... rage quit to the max! I am not going to spend another 40 mins of pressing F to get into a random battleground....

Another patch maintenance done, and another week without working group finder.
ZOS, are you not aware of the problem, or is PC-EU player base so small that you dont care to fix what is most basic tool in every MMO ever.
