Its available to PC players, though people needed a special invite and NDA to test parts of the latest Chapter like Summerset.
With the PTS, you can create a new character, play your current characters or create a template characters. To make a template character,,use the creation screen and select Template from a drop down menu. Template characters will be max level, with all skill points available, and have containers with all the gear and consumables and crafting items in the game, which allows you to freely experiment and test however you like.
The PTS also copies over the PC/NA and PC/EU servers every couple of weeks. So some of the time you will have a copy of your characters (often from a week or two before the current main servers) and some of the time you will only have access to your characters on the other server. I play PC/NA, so I made template characters during the weeks when the Summerset PTS was using PC/EU characters. They also reset the PTS periodically so any progress or new characters you make on the PTS won't last.
The PTS is a completely seperate server, so anything you do on the PTS wont carry over to the main servers at all whether that's good or bad.
Personally, I used the Summerset PTS to test things I was curious about. I figured out how to get the Psijic Order skill line. I wanted to know how bad the jewelry farm was going to be, so I farmed Bal Foyen for a couple hours to check the drop rate of seams (ZOS later increased the drop rate). I checked the drop rate of rare fish in Artaeum for someone. I played around with gear sets I'll probably never bother to actually acquire in the real game. I decorated the Colossal Aldmeri Grotto with crown store stuff because that's the only way I'll ever have that house. And I reported the bug that caused rapid manuevers to dismount me (a bug that made it to Live).
With the PTS, ZOS already has a lot of stuff set in stone. Its a mostly finishes product. So dont be disappointed if ZOS ignores your feedback. I look at it more as a chance to prepare myself for what's coming and get comfortable with big changes like jewelry crafting.

This is why people talk about a stamina or magicka build - which basically means all their attribute points are in either stamina or magicka. Their main weapon goes with it as well - blade, blunt and bow with stamina, staves with magicka. Then at higher level there is as well a difference in blade/blunt weapons, each has it's own benefits - well, the same can be said about staves as well. Frost staff can be used to taunt an enemy to attack you with tri-focus for example, so you can pull an enemy away from your allies by attacking it with a frost staff, he will then let go on the others and attack you instead.
