1. Over time, crown store prices have gone up while crown discounts have dried up, so the playerbase is getting screw from both ends.
2. The amount of people who comment on this in the forums is a subset of a subset of a subset of a subset of a subset of the playerbase; the ONLY thing that will get the ZOS marketing team to change their crown store pricing metrics is if they notice a significant drop in income compared to the last crown sale. Barring that, I wouldn't be surprised if the next discount after this is only 10%.

The qq'ing isn't because the discount "isn't as big as last time", it is because this is the first time that it has been only 20% off. Every other Crown Sale since the start of Crowns in the game 3 years ago has been 40% off (not 50%).

Discounts are a risky thing in sales; if your discounts are too predictable, then it devalues your actual price point, since people will simply wait until one of your regularly scheduled discounts and buy then, effectively making the discounted price the actual price. They've decided to stick with the same discount schedule (odd choice in my mind, but whatever), so that leaves them with varying the discount amount.
The objective is to encourage people to buy at normal prices, rather than exclusively waiting for Crown Sales. This discount is probably actually intended to be mildly unappealing - sure, some people might buy extra Crowns because of it, but more importantly it tells people that they can't rely on Crown Sales like clockwork.
