Accounts are separated by Platform and Server. None of the stuff you purchased on one Server can be used on another.
That's why whenever someone talks about making a new account elsewhere, everyone tells them they'll be starting over from scratch.

Not entirely true. As I said, anything purchased with crowns is server specific. Characters you create are also Server Specific. Chapters you buy outright and your actual accounts are good on both servers. IE: I can log into both servers with this @SteveCampsOut account and my Morrowind and soon Summerset will be active on both servers, but each server has it's own set of characters and DLC's depending on whether or not I purchased them from the crown store. ESO+ is also not server specific. If I'm ESO+ on NA I'm also ESO+ on EU. It's simply crown purchases and characters that are different.

Summerset and Morrowind are account bound. Orsinium, Clockwork City and Imperial City are all crown store purchases so you will either need to buy them on both servers or sign up for ESO+.

Summerset and Morrowind are account bound. Orsinium, Clockwork City and Imperial City are all crown store purchases so you will either need to buy them on both servers or sign up for ESO+.
Well, only until Morrowind becomes a DLC too - those of us that bought as a chapter should be fine, but everyone else afterwards will have the same issue.
In short, crowns, chapters and ESO+ you buy at the 'account' level and apply to that account. DLC, costumes, are purchased online within game, on a certain server, and apply to the server purchased on. I don't completely agree with ZOS' stance but unfortunately it's the way it has always been...

If you bought the "Gold Edition" of the game, the 4 DLCs that are unlocked with that are unlocked on both servers. If you bought the 4-DLC Guilds and Glory pack in the Crown Store, that's server-locked.

I'm furious at the moment! With all the trouble on the EU server, I decided to go back to the NA server (I originally started on the NA server, but there were just too many people, so I switched to the EU server).
Well, I've just logged into the NA server and discovered that none of my DLC (Thieves Guild and Dark Brotherhood) are available on this server.
Is this correct? Or have I done something wrong and missed a step?

Morrowind and Summerset are chapters, therefore, you can play them across servers. Orsinium, CWC, Thieves Guild, Dark Brotherhood, etc. are DLC and do not go across servers.
Quite Frankly, this is the most outrageous thing I've ever heard!
I've played a lot of games (ArcheAge for instance) that had some shady practices. But this trick really takes the cake.
There is no warning anywhere that anything you buy is 'server' bound and not account bound (like every other game in the universe).
There should be a BIG BOLD warning about this on the store page. This lack of disclosure has left me feeling angry and cheated.
Well, I've been slowly saving up to buy all the DLC, but I won't be buying anymore now.
Edit: I bought Morrowind a few weeks back when it was on sale and luckily it seems to be 'account' bound so it's available on both servers. So it looks like it's just the DLC that people need to be warned about.
Was always one of thr major complaints with the first reviews with this game. Their love of pay walls. Pay wall race, pay wall class, pay wall dlc.... All they want is to get your money for something you already have
