I see two main thrusts to the complaints.

2. The economy just got flooded with supply of practically everything, so anyone who usually farms is watching prices drop like a rock because demand hasnt kept pace. Which I tend to think this is a shortsighted complaint since the market rebounded last year and the motif market was inflated anyway thanks to the Outfit System, but I see why some people complain.
So these two complaints are opposites, one complaining that there aren't enough rewards (especially for players with limited time to play) and the other complaining about the impact on the economy (more important to players who play the MMO economics game). Its not just "complaining about free stuff", its complaining about the ways that free stuff impacts different playstyles.
I don't agree with either complaint, myself, but I do understand them.
But it's just natural that people with more time will get more completed and hence get more stuff.

Tell me why I would like to occupy a slot to make a scint/jump? Those other momentos that give you light or something are more useful than a single jump.
Recipes where the only reward that could be useful in the future, if I would play with stamina characters.

1. ESO economy is not based on motifs. There are some constant things like mats ans so on, and soon we're going to have a whole new market for jewellery.
2. It is really hard to get some motifs. Many crafters were preparing for this event for a long time, it is a great opportunity to collect some elusive motifs. For example, Akaviri is a rarest one for me as I don't PVP and I don't have a lot of gold to buy pages.
3. Some motifs have become unreasonably overpriced since Outfit system. This event will bring them back.
4. Before posting a topic on something "silly" do some forum reading. A lot has been said about motifs and the influence on their price. TL DR: the sky isn't falling.

Since you asked, no, they don’t seem rather silly. A nice change of pace to actually get something useful. Silly was the Jester event rewards.
