I also want the Chapter intro quests to be available to characters. The Summerset one does play a much greater role in the plot than the Morrowind one - but regardless we should be able to see the little cut scenes and do the quest and get the rewards:)
PS: it isn't Mephala who traps you, it is another baddie who you don't meet until much later in the main quest (but it does talk during the tutorial)
I agree with some of the others: this isn't a major bug - well, this isn't a bug to begin with. This is at most a flaw in the design, how severe, well it is up to you. I think this isn't a severe flaw, because it is a single skill point, which the older characters misses. Newer characters can get a "vanilla tutorial" skillpoint + a chapter tutorial skill point but the older characters can only get the vanilla tutorial skillpoint.
There are several ways ZOS could fix this flaw, for example give older characters a skill point. If you take a skill point away from characters who have completed both tutorials (chapter+vanilla), they could have negative amount of skill points - not a good option. IMO the least damaging options for this are:
- give everyone access to every single tutorial there is (if they have access to the chapter)
- give older characters a skillpoint
- give older characters access to a single chapter tutorial.
Leaving it as is means older characters miss a single skillpoint, which doesn't make or break the build and is a minor annoyance to completionists. Others do not starve from skill points, really.

I'm not sure if anyone has done the math but after rolling a new character for the first time in a long while (on live) I think you miss more than a couple of skill points. You get bonuses on the skill adviser and sometimes get 2 or 3 skill points at a time just for hitting level markers like level 5 and 10. I don't remember my launch characters getting this treatment, but it has been 4+ years since then. Oh and that is just skill points, what about a free horse at level 10, I had to roll a new character just to get that particular horse unlocked, or the free crown store items you get along the way.
I think I'm more miffed that my older characters don't get to do the full intros of the new content that comes out.
When they first started to introduce changes they at least attempted to go back and give old characters what they would have earned had the system been in place when they were created for example starting amount of CP when they changed from the VR system based on how many characters you leveled to Veteran Rank.
