Try login directly via eso64.exe you'll need user name / game password and possible access to account linked to ESO.
Sure it does. The funny thing is, Steam's support page for ESO says support is handled by ZoS.

If you bought your copy AFTER 11/16/2016 the workaround doesn't work for you. They changed the login procedure to force it to authenticate with the launcher. If you run the eso64.exe file the client will open but you will be unable to log in

If your using Steam, try this:
Disable Auto Login
Use the ESO64.EXE or a shortcut you place on your desktop to launch the game (not the Launcher)
You still need Steam Running, but your bypassing the Steam authentication wrapper
