Confirmed. Has an abnormal delay which gets even worse (like no swap at all) when around more players. In Cyrodiil near a big group of EP and DC, I couldn't swap at all. Not good and game-breaking, IMO.

To elaborate a bit on the previous thread:

• There are two separate issues here:
  1. There is a condition that will cause the bar swap to be very sluggish and lag.
  2. If you have this problem and you bar swap with a mouse wheel, you will additionally get the error message about bar swapping while changing gear
• So even if you avoid the second, additional issue by bar swapping via keyboard, the root problem of the bar swap being laggy and slow is still there.
• Prior to Update 17, the condition causing the first problem would only happen on occasion--usually after equipping a different weapon, and the problem could typically be fixed with a load screen or by unequipping and reequipping an armor or jewelry slot. In Update 17, this condition is ever-present, from the moment I log on to when I log off, and none of the workaround from prior to Update 17 work.
• This problem does not affect all characters. My friends and I grew frustrated by the bar swaps while doing Fang Lair, and we discovered that the tank did not encounter this problem (but the rest of us all had it). We're not quite sure why the tank didn't have this problem--I tried equipping a sword-and-board and the tank tried equipping staves, and still the same thing--he could swap quickly and I couldn't. We tried removing costumes, removing armor, disabling all addons, etc.

Here is a video demonstrating the problem. The person on the left is our tank, and I am in the middle. We are both using the keyboard to bar swap and hitting the bar swap key as quickly as we can. Notice how much faster he is able to bar swap compared to me:

This problem is most visible when you're holding down block (but the problem exists regardless of whether you're blocking) because of the shield visual. Notice how when I (in the middle) am bar swapping, how long that you-are-blocking shield visual is gone. How long my character is in a non-blocking stance. It looks almost as if I let go of the RMB and took a break when in reality I was firmly holding down on the RMB and never let go in the video.

I have EXACTLY the same issue, regulary I reload-ui or port zones and this issue was resolved, but due to the outfit system (I think) it's permanent, This is actually the first topic I ever found about this issue as I was looking for it before.

In short. When you bar swap you just fps drop like 20-30 for 1-2 seconds. right?

I am sure that the devs are working on a lot of issues right now, but I would love to hear some sort of confirmation that this issue is being worked on as a top priority. It makes Cyrodiil unplayable for those experiencing this bug.

Not just Cyrodiil. Say goodbye to vet content if you've got this puppy, which, by the way my tank, and two of my DPS do.

Happens on my magsorc, but not on my stamblade. Disabled all addons, restarted game, restarted computer. Set video settings to low. No improvement at all. Independent of zone or number of players nearby.

Characters with this bug are utterly unplayable - imagine waiting 4 seconds in the middle of a big fight because the game "swaps". Thats usually a whole rotation!!!

It's worse than that. Some abilities work on swap. Before the graphics catch up. Some don't. This leaves you mashing keys and doing nothing. It locks up parts of your rotation completely until it comes to its senses.

yeah I reinstalled, went through all addons, cleaned computer, all characters are doing it, my game is screwed, come on @ZOS_GinaBruno at least let us know whats up

Deleted addon folder for a clean test & checked 5 characters while outside Cyrodiil. Initially they had a delay when swapping, but it went away after a while, though every one had a 2-second GCD before I could swap again...

Seriously sad there has been no comment on this other than Gina's comment on this bug in the PTS forum today...

EDIT: The delay has noticeably improved on my magicka sorcerer, but still remains the same on my stamina nightblade.

I have exactly same problem. Tried turning off ALL addons and setting all graphic settings to lowest possible. In town I think it got better a bit then, during combat I still I guess it kind of helped a little but then there is still something odd about graphics. My friend at the beggining didn't have much of a problem with this, but after some runs he said there is something wrong, like switching bar and pressing ability doesnt cast it. Only light attack goes out, if there is any reaction. Also, I noticed that first pressing the keybind for aoe ability[without smart casting] sometimes gets aoe 'simulation' on but somehow it gets cancelled so that instead of putting it on the ground when left clicking i just light attack. This happens at any time, dont think its related to "right after bar swapping"

Additionally i had some severe lag problems. Went on vet fang lair, on [second?joined to present group there] boss, before fight fps was like 30-40, starting fight got me frozen for a second or two and then fps like 7-15 all the time, with lagging along. Wiped a few times so I already noticed its just when i start a fight. Same when turned off all addons and with lowest graphic settings on crap mobs at piblic dungeon, but that thing might be related to problems with my comp as I just copied the files from HDD that I had win10 on and played on it earlier - to my SSD drive with win7. Can't open launcher cause it bugs out on win7, just the eso64.exe works fine. Rn I'm installing eso again on HDD coz installer needs quite much more than it actually takes after installing to do it on SSD well, hopefully reinstalling will help me with fps, but skill/bar part is in ZOS hands only. Without that I guess I won't be able to finish ANY vet content. Even killing 13k hp mudcrab was a challenge, tried casting spell like twice, ended up with finishing the crab with light attacks.

Still bad as of this morning. I turned my textures down. This is NOT a fix. It's a bandaid. There is still ability lag, spells are invisible, casts don't work, blah blah blah.

Still broken.

Me too. Bar swapping was kind of crazy even in normal dungeons.

I have dual wield and bow. Sometimes I could fire off my dual wield abilities while still holding a bow. Sometimes not. Mostly I was just very confuse what I’m doing

Actually I first thought it is just a really bad lag for so many people being around.

Dumb question, but i didn't notice the problem with my main : do you have the same issue if you affect wheel up on mouse to bar 1 and wheel down to bar 2 for example, instead of having the wheel button for bar swap ?

I have the same issue - i have no message that appears - but on some characters - not all - but some, especially the tanks for some reason - i get literally 1-2 seconds! of lag between swapping weapons...unplayable - not wearing any costumes or did anything i didn't do before the patch

I use mousewheel up for bar 1, mousewheel down for bar 2. The mousewheel scrolling issue is tangential. It causes an error message about swapping bars while changing gear, but this error message is in addition to the general problem of the bar swap being unresponsive, and using keyboard swap to avoid that error message does not affect whether you still encounter the swap unresponsiveness problem.

This game currently is a *** disgrace. PVP is unplayable, unenjoyable and a total sham at the moment, bar swapping is totally broken i find my self using inner light in a fight more than i do BoL or force pulse because my bar and weapons randomly swap, i start swinging my sword and shield like a dual wielder because they have decided to swap bars randomly without my control. GJ trying to fix it by getting them to auto switch back to their original bars because now im having to bar swap again back to my main bar. Loading screens are still totally shocking and the amount of bugs currently are ruining the game is sky high. Its an amazing achievement by you getting people to subscribe monthly to this currently very broken and awful game. I would much prefer you to fix everything and focus on that than release to shite new dungeon that will no doubt be broken somehow. SORT IT ON BEHALF OF EVERYONE
