The Tamriel Skyshard Hunter achievement doesn't require Imperial City, just all the skyshards in the base game - the good news. The bad news is that the base game includes Cyrodiil, including 4 skyshards locked behind the enemy gates. You'll have to wait for your faction to capture and hold the enemy's back keeps to get the gates to open before you can go back there to try for the skyshard.
There's a lot of great questing in imperial city. Roaming bosses,different currency. Can we please get a pve zone like imperial city?

Its exactly this kind of attitude is one of the reasons the OP had the original suggestion.

I'm curious about heading into IC. The first time I heard IC was a pvp zone I was a bit miffed because I loved IC in Oblivion and was looking forward to seeing it in ESO. I'm now accepting of it, and was glad to hear there is some PvE stuff there too. I like to dabble in PvP. In Aion I did quite a bit of it, but at heart I am a PvE'er, that said I'll zerg with the best of them if I have to, and it looks like in order to get some telvar things for the new storage, I'll have to. Risk is annoying. Many PvEers like me barely, if ever, go there. I dont care about stones, just want to get quests and world bosses done. I don't want some fool with little man syndrome coming up and killing me for no apparent reason and I'm certainly no challenge, so no one is a winner. Make a pve version that is devoid of any pvp rewards so we can enjoy the area in peace.
PvPers shouldn't be forced to pve and vice versa.

i understand that this is the only dlc dedicated to people who are into PVP and and PvE'ers have huge amounts of content already
i just hate that the one thing thats restricted to me from playing as a solo PvE player is the imperial city, which is such an awesome and interesting area (not to mention a throwback to the game oblivion which i loved) full of lore and info on the ESO storyline. and I will never get to fully enjoy that because its intended for people who love ganking and thrill of stealing stones
i knew i would run into this problem eventually with ESO being an online game and all. just sucks they had to take away the imperial city from pve'ers
i just wish there was some way for me to enjoy that place on my own like any other zone so i can't really convince myself it's worth buying

Just had a thought, why not realize this in the Sheogorad region? It's still missing from Vvardenfell, and considering they keep adding battlegrounds to that chapter nobody is asking for, there's no excuse not to add something to the PvE-side of Morrowind.

Yep. And why some of us, when forced to go there for the skyshards and fishing, will go out of our way to not do anything to collect any stones, so it will be guaranteed to be a hollow victory if someone decides to kill us while we sit there.

@Sylvermynx If you ever change your mind about going after the Cyrodiil skyshards with her, you don't have to risk your TV stones anyway, you can bank them (you can bank AP, too). First thing I do when they are given away as a login reward, just in case I have to go to IC for a master writ and run into someone.
