Yes, if you use finder you get restricted to lowest member, not only random but also selecting dungeon on list even. I would think so. Someone on PC can probably confirm this. If so, it would make doing these runs on multiple characters very easy and extremely quick. No need to worry about DLC or II dungeons as long as you have one low level in your party. You could probably knock out a random on each character on your account in less than 3 hours doing the easier dungeons.
Harsh reality: 99% of the rewards are the "useful" consumables like Crown soul gems. 0.99% will be the pets and costumes. 0.01% will be the mounts and other more exotic rewards.

So yes having an low level character in group will give you easy dungeons. this should also work with <cp160 and rando vet dungeons.

Your better off staying in windhelm, it's a rough word that tamriel.
There's plenty of good role play to be had in dungeons though, interesting stories, and some dungeons are pretty easy on normal.

I believe the minimum level to use the dungeon finder is 10 (and actually it might be lower, I just haven't checked), so this event is open to everyone. If you do a random dungeon before level 45 then you will only be sent to the easiest dungeons - so low-level characters will be the real heroes of this event because everyone will want to do the quick and easy dungeons that we get because of low-level characters.

I'm not huge into dungeons.
I guess it's time for me to choose my best few characters (I have 10, and 1 is completely noncombat) and get them workable for group content.
None of my characters are built or geared for group pve. I'm just not that good with it. Even my main and my second can only spit out between 7-10k dps each.
Most of my characters are in the level 30-40 range, and two in the 40-45 range.
I bet I will get kicked a lot. I hate being the fly in the ointment, but I want reward boxes too.
