as someone who has run around doing pve in cyrodil to get skyshards and do quests from the various towns, i call ***. yes, it has happened but so rarely compared to the amount of time i spent doing those quests.

If there were a ton of players in Cyrodiil only for PvE activities, then it could be argued that a PvE Cyrodiil map would help lessen the population count on popular campaigns. Of course, a PvE Cyrodiil map would have no AP gains of any kind since there are no keeps or resources to cap. Quests would simply give XP and honestly, I think those players would be OK with that. No one quests for AP anyway, lol.
I honestly believe that no player should be forced to do PvE or PvP against their will for progression. The Golden Vendor exists for PvP folks who don't want to dungeon crawl and PvE gets... nothing. PvE folks are forced to go into Cyrodiil to get shards (15 skill points!), finish quest achievements, and unlock a PvP skill line for the mandatory Vigor if they are a stamina character. A PvE Cyrodiil hurts NO ONE and allows players to play the game and their character how they want.

The Skyshards are easy to get, only issue is that you have to wait for your faction to hold the keeps for the gate to get into enemy areas. And PvP players have to go to PvE zones to get their shards and do dungeons and quests to get some skill points. That's just what makes the world whole and alive. Some things you can get only in PvP. That's fine. I'm not a PvPer too, but I just understand common sense and what's better for the game. And it's better if the game makes you try all different aspects of it, and some players will like aspects that are new to them and will come back to play them sometimes. They are just fine without those skyshards then. It's not like they can't get them - it's their choice. And it's not like they need them - there's enough skill points without those 5 + you can always respec.
Also let's not forget about our players who care about the lore and wouldn't be happy with something as lorebreaking as Cyrodiil where players of enemy factions can't kill each other.
But the main issue I have with this.... Stop calling yourself PvE players! Most of you are grinders and just want to kill things that don't fight back. in which case your "PvE" is missing "versus" and has "with" or something instead. It's not different than farming nodes or fishing. Otherwise what would be the problem with dying to another player? For all you know it's not even a player, it's an NPC. Real PvE players who run end-game PvE content die hundreds and thousands of times and are fine with that. It's not PvE if things don't want to kill you back! And if you're fine with fighting things that fight back (like, let's say vMA when you just start progressing there), then PvP is not different. You fight things that fight back. Doesn't matter if it's players or NPC. The only difference is that PvE is by definition balanced and can be completed if you're doing everything right and in PvP you can get ran over by a zerg. But how many of you don't die in PvE anymore?

I was finishing up one of my quests in the Imperial City and I actually had an enemy player help me finish the last few parts and we didn't attack each other once nor did we at the end when we were done.

Sorry but no, I've been ganked at dolmens, fishing and whilst picking up/dropping off quests it the town's in cyrodiil there's no honour if someone thinks they can pick up easy ap
