Not as long as the only solution they seek for is by changing code/behavior of the game.
They need to alter playerbehavior to fix the lag.

Long answer, yes but it's going to take time with lots of changes and iterations. However if EVE Online has taught me anything it's that as soon as you reach a new stable limit, the players will push it and make it unstable again.

The answer is no. The only difference between the long answer and the short answer is that, in the long answer, ZOS continues to say they are working on it.

TCP is a TERRIBLE choice for a game like ESO especially one with a real time combat system with no cooldowns. Since TCP requires guaranteed packet delivery it will lag no matter what. There is a reason most games use UDP. If you search my past history posts I had a very large write up about this
since it appears they have no interest in moving to UDP they will never really fix the lag problem in the game.

Holy crap I never knew this! Has a dev ever responded with why they chose to go with TCP? That seems as silly as using TCP for voice traffic.
