Except for the fact that Warden has not been released yet, and I didn't notice any difference other than them summoning bears instead of wolves. Further, I don't recall a playable class that can summon wolves, however.

Very true, but they are more than likely building up to a full-on Warden NPC type. Just a guess.
perhaps they are trying to condition players to seeing bears everywhere so they don't complain when Warden drops.

It just seems to me they took something that could add uniqueness for players and are now turning around and making it more common than even a wolf summoner. Well, if they can give NPCs the player warden class, maybe they can give players the NPC necromancer class
Going through quests since Homestead , has anyone else noticed that almost every enemy NPC summoner now summons a BEAR to fight with them?? It used to be wolves, suddenly it's almost always bears. To me, this really cheapens the whole Warden class and the uniqueness of summoning a bear, now, if not almost every Warden player is going to be running around with bears, now we have NPCs doing it too. Over-saturate much ZOS?!?

While I noticed the summoned animals are different, I have come across a lot of different ones altogether. Sometimes a Lion is summoned or even a Direwolf. So all in all I really welcome this change.
But what would the forums be without the usual complaining, right
I daresay it's something accidentally done at a higher level where "stuff that gets summoned" accidentally got linked to "bears" and the person who did it did it unintentionally, and never noticed.
Maybe they just hate Stephen Colbert?
