There's a lot of good ideas in here, but I would vote against locking much anticipated systems such as transmog and general QOL updates behind ESO+. That would send the wrong message to the players who came here on the premise of a B2P game and à la carte purchase of new content/cosmetics. Loyalty rewards, more Crowns, discounts and more inventory convenience are fine imo.
