It's a great response to feedback. However, I will say that they should let you turn any unwanted trash from the boxes into gems--not just consumables.
That would make the whole thing bearable, really.

I would much rather they put equipment in the crates then cosmetics. I know this makes me a bad person, but it annoys me that most games see it as ok to charge extra for something i enjoy. I pay it because i can. But i wont gamble for it.
I already pay for all the expansions just like everyone else. Let people who want the biggest sword pay the extra for awhile. Include my costumes and pretty horses in the dlc.

I spent over 34k Crowns on the PTS before I was able to have enough gems to buy one of them. I didn't drop a single Apex mount.

To be 100% fair, it is almost impossible to never get enough gems to get what you want (I mean, unless you run out of money). I mean, you would have to drop only the experience scrolls forever (they replace collectibles), which is unlikely at best, and ZOS would have to not implement the consumable-to-gems system they said they would look into.
But still, with that gem return rate, and if you are unlucky enough to drop EVERYTHING in the non-apex part of the Crown Gem Store before starting to drop duplicates and then only drop duplicates from the lower tier, you would need an absurd amount of crowns. Much more than the 10k you said you were willing to spend for one of the apex mounts.

I had assumed out of hand that they weren't actually going to let you trade in consumables for gems. If they do let you trade in, we can at least calculate some absolute maximum for any particular reward. It goes without saying, of course, that this is only true for the exclusive, high-quality mounts. If they put normal mounts like the white wolf/white lion as gambling exclusives then all bets are off and the rage will increase a thousandfold.
