I think a completed recipe before you have learnt it. So i will have to get all the bloody pieces again.....thats how i read it anyway

It sounds like you have to re-grind the 7 recipe pages AND find the Aetheric Cipher to learn the recipe. Then you have to make Psijic Ambrosia AND find rare Aetherial Dust to make one of the new Mythis Aetherial Ambrosia.

What I get when I read that is this:
1)Have the Psijic Ambrosia Recipe Scroll in your inventory (and yes it sounds like it needs an Un-used one)
2) Once you aquire the Aetheric Cipher
3) Use the Aetheric Cipher so that it will then transform the Psijic Ambrosia Recipe Scroll into the Mythic Aetherial Ambrosia Recipe Scroll.
4) then to make the Mythic Aetherial Ambrosia you need one unit of Aetherial Dust and one Psijic Ambrosia drink
5) Done

But if you have to use a recipe that you have not learnt and you only have 1 Provisioning character, then that would mean you would have to learn it on another character who has Provisioning and not learned the Psijic Ambrosia Recipe yet.
And what if You don't have another character that has learned Provisioning?
That would mean you have to go through the whole process once again of leveling up Provisioning on yet another character.
I would assume that is not what Zos has Intended here. I could be wrong though.

So not only do you need an un-used Psijic Ambrosia recipe scroll, you need to already know the base recipe to make the base ingredient (or buy it off someone who does).

??? It's been a while, but can't you just collect all the pieces -> right click to fuse into the whole recipe?
Pretty much........and just about what i was expecting, an item in the game to be craftable and equivalent or better than the cash shop Crown Crate scrolls, but yet no doubt designed to be practically impossible to obtain.
