EDIT: @geonsocal As for your apparent struggle against dizzy swing, it's the most easily countered ability in PvP since the nerf to wrecking blow. All you have to do is stay close and walk through your opponent continuously throughout a fight to avoid it. It needs an animation speed-up.

This might be a port forwarding issue. @Abysswarrior45 to help get around ports being blocked from your ISP provider try this;
Log into the router or service you use for your ISP
Tell the router/device to give your PS4 a static IP. Give it a range that exists far away from your other house hold items that use WiFi.
Example:
Your phone uses a IP of 1.2.3.4:13
Give the PS4 an address of 1.2.3.4:198 (the numbers 1.2.3.4 are just placeholder I don’t know what your IP addresses are for you. But you get the idea on range here)
Set this IP address to “DMZ” this will unlock all ports. A fair warning: DMZ is unprotected access to the World Wide Web. This means the PS4 has no firewalling to protect it, though it doesn’t really need it. This allows your PS4 to connect unhindered. Because the PS4 access the PSN network for gaming services and does not run like a PC, it’s relatively safe to put it on DMZ. Do not, and I mean do not do this to mobile phones or PCs ever.
Reboot the router, play PVP
Also try running an Ethernet cable if possible. PS4 WiFi chip isn’t really the best for long term gaming sessions.
As another layer of protection, log onto your PS4 account on Sony’s website and enable Two Factor Authorization for your account.
are you getting kicked off the servers a bunch?
or, is it that things are simply on a 1 or 2 second delay...is it all the time or just around zergs?
i'll try to pay closer attention to the lag next time i'm on - I do play solo, but, I also like to zerg surf...
place i see it the most is at the allesia front door, and all the time at aleswell on those stairs to the west leading up to the farm...
good chance though at this point - I may just be lag blind...

New to forums so figuring out how the quote system works. Every other multiplayer game works and runs fine though on the PS4. Dark Souls, Destiny, COD, Bloodborne, doesn't matter. And I'm getting 70mbps when I test my connection on my PS4. I'm not as educated in the whole networking world like you, but surely the issue isn't because of my ISP or router?

I've been away from PvP for a while now leveling up my warden. That's a fun class. I wish some of the ice skills were stamina based or had stamina morphs. Anyway, it's time to dust off Talion's armor and get back to the battle!

I'll be honest, I don't understand technically what's going on - but, I get stuck in the environment every so often...
most amusing situations are when the enemy can see you, but, can't interact with you...after a couple of minutes of trying to get unstuck - I'll usually start dancing while a couple of players try to swing away...
that gets boring though after awhile and then it's time to use that 'get me unstuck' thing...

had a good day with my buddy re-setting his dragonknight...put him in some 7th legion and shacklebreaker, still needs to pick up a monster piece...worked on changing up some of his attributes and skills...
it's funny, but he does very little research or theorycrafting - yet, he's successfully at pvp...
he just competes well...
considering he already does okay for himself, hopefully putting him in some decent gear, with a little help on slotting certain abilities, will help him even a little more...
plus, it was good just talking with him...sent him the game for christmas a couple of years ago...
occasionally we'll fight together in cyrodiil...much easier game when someone else is helping you shield, heal, and attack other folks...
