Daedric damage, I believe, is what has until now been what people occasionally refer to as Oblivion damage, though there may be a slight difference. This damage has no added effect, instead it cannot be mitigated by resistances.
There are a few sources of "oblivion damage" you might know of. In vCoH, Nerieneth teleports and uses a big AoE. This AoE always deals 75% of your maximum health, doesn't matter if you're the sturdy tank or the squishy healer. In MoL, the twins will unleash an attack that deducts roughly 95% of your maximum health if you are the wrong color and something similar happens when you get too close to a teammate of the opposite color. The two things these attacks all have in common is they deal a fixed amount of your HP and they completely ignore damage shields. Getting hit by this "oblivion damage" will drop your health every time and any damage shield is left fully intact.
What I THINK Daedric damage does is penetrate damage shields to deal direct damage to the targets health while ignoring be damage shields, but all I know for certain is that your resistances mean nothing to Daedric damage. I think it also ignores blocking. If this is true, it is the same oblivion damage used by Nerieneth etc.
Hope this helps.
On an enchant or a set bonus, it's also called "irresistible" damage. A damage who alway does the same amount, who bypass shield, mitigation, blocking and anything else.

Where does it say anything about the cooldown? Please help me out here. The patch note indicates an increase in the proc chance from 6>8% and about a 30% increase in damage. The TT on the item still indicates a 5 second cooldown, and in testing I was getting procs about 5.5 seconds apart.

My guess is that there is confusion regarding the tooltip. On Live, Skoria has a 6s cooldown, but it is not stated on the tooltip. A player who sees the new 5s cooldown in the tooltip could easily mistake it as an increase from 0s, instead of as a decrease from 6s.

Actually code, the TT says 5 seconds on live as well.
