1500 Crowns for this costume. That's $14.99. The costume really should be 500 Crowns. You can't charge for something thinking your product is Louis Vuitton, when it really is H&M quality.
I bought it, I think it's pretty awesome. About time we get some better male costumes. I knew full well from PTS that I would NEVER wear it with the helmet, without the helmet it ROCKS. Besides that, they've already said they cannot create 'moving' animations because of the game engine, which is why we don't have cloaks and capes.

YOU CANT PREVIEW MOVEMENT
Since when do ANY costumes have moment? They don't, and never will as stated by ZOS numerous times when people asked about moving capes and cloaks.

EDIT: If you can't add movement to certain things such as costumes or hairstyles, then don't add those styles at all if you know they won't look good or look natural. I expected the headpiece to atleast move like the ingame ponytails does.
Funny, because YOU seem to be the only one complaining... and FYI, the 'hair' is actually supposed to be feathers.. and I don't know if you've seen any feathered headdresses, but guess what, they DON'T move. So don't blame ZOS for YOU having unrealistic expectations and something that was clearly not meant to be what YOU expected.
I'm pretty sure the armor flaps that people so despise have movement.

Feathers? Where?? Maybe you should take a good look at the costume. Nothing on there is supposed to be feathers nor is anything on there close to look like feathers. It's hair.

I don't wear the helmet, it's ugly as sin... but based upon the advertising photos, they're clearly feathers.

I don't know, to me it looks like they're trying to cast a production of Hairspray.
It's not hair, those are indeed feathers like @ADarklore said.
Here, taken on the PTS:
I'm not buying this on live because it doesn't really suit any of my characters, but I think it is a pretty good costume overall.

Little dying and RoM achievement skin and costume start to look really nice.
