Incorrect, they and the program they used to hack the client have existed in the game since launch. It was only 2 weeks ago that people began using the hack in such a way that it was too blatant to ignore and resulted in a huge public outcry.Personally, never seen a cheater, i just know they blasted into and out of existence in a 2-day span.

I know this, I've already said this a few times. But right now its after work hours for ZOS, not much you can do. Dude believe me. Public Outrage on social media is the biggest thing big companies are afraid of. I work for a big hosting company, and when someone with massive followers and connections to the social media makes an outrage, then even the CEOs starts working off hours and send public emails.
So yea, social media publications gets the job done 100%, you just need to make decent posts in the right places. Just one post on 1 facebook page wont cut it. If it is brought with evidence and well written article, im sure that IGN, gamespot, eurogamer, and many twitch streamers will have the word spread out. But without organization, complains on social media are worthless.
If ZOS had an official statement it would have been released long before 2 weeks after the blatant hacking became public knowledge.I know this, I've already said this a few times. Complaining about thread spamming while spamming threads how quaint. Seriously if people making threads about hackers being unbanned is your issue here then GTFO and go back to using CE to make yourself feel better.
