Sorry but to me it's just a bad idea. Cadwell's silver and gold were already a stretch, story-wise. The removal of any boundaries means there's no semblance of coherence left. Unless they completely rewrite it, that is. Maybe, just maybe, we'll finally see the factions unite against the daedra. But I don't know where that leaves the Alliance War.
It was all either very poorly thought out from the get go, or the lack of backbone on ZOS' part means they have no clue where to take the game and are just drifting on the tides of player opinions - first the inclusion of silver and gold, which were not in the early betas, them the addition of CP ranks while leaving vet levels, now more than a year later the removal of vet levels... in all honesty, it feels to me that there's nobody at the helm.
While I am all for it, I think that the next consequent step to make people happy after "one Tamriel" is live is to implement character-specific difficulty sliders - so that players can cater this to their preferred playstyle - and that this "too easy" whining finally stops - make it adjustable from carebear to nightmare - and kill them in 1 shot before they even get a chance to do anything - nightmare mode - just like that, a real nightmare(kidding of course)
