In general this a good idea. A great idea, even.
But I see two potential issues, one of which is selfish and the Devs not obligated to do anything about.
1. The Three Banners War. Without some alteration to the story - making the character a freelance agent, or creating alternate versions of quests in other lands - players fighting their own alliance will make the setting of this time period preposterous. For Daggerfall Covenant players, in both Auridon and Stonefalls, Covenant soldiers openly attack you and you openly work against Covenant interests. Currently this is explained by Meridia's influence, masking your identity as you travel in foreign lands. But with One Tamriel, that explanation goes away. What replaces it?
2. Crowding. I personally prefer less crowded woods, lakes and other wilderness areas. I find many moments ruined by the interference of other players on quests and when simply taking a stroll through town (murderers). This is not something the Devs have to address, and can be partially addressed by myself playing at off hours, but will be an issue for me nonetheless. If the Devs do take actions to address this? Great! If not? I adjust my playtimes and areas.
