Yeah, seems like it has a quota to fill per day. Worst part is 97.8% of them are pointless, just looking for acceptance from the community. It's like that person that states the obvious and everyone agrees with.

Then everyone should vocalize them. If we're silent, then ZOS assumes we're satisfied. If no one speaks up, then nothing changes. I'd rather be vocal and maybe make a difference than be silent and make no difference at all.

Maybe if you are an observer simply watching the game with all the UI turned off then I might say animations looks smoother.
As a player who needs animations to confirm the action I have requested is being performed, it absolutly blows. Playing because I enjoy the competition, I really don't care that much about how nice an animation looks. I care more that the visual information I am recieving is time relevant and useful.
The old combat animations I really appreciated. Considering you have all these actions with different priorities (basic attacks, skills, block, dodge etc) I think you previously nailed the balance between displaying current actions while keeping transitions between them reasonably smooth. Stuff like shooting fire from a staff in the right hand, expecting the animation cancel, and using its backwards followthrough motion as a more natural transition to reaching out and casting a spell with your other hand. It probably isn't going to win any fine art awards, but it also wasn't the spasming mess animation cancelling was early on. I think the old animation system was a really understated success for zos.
Not sure if its completely related, but this patch it feels like sometimes when breaking free of cc I have to wait until the break free animation has completely finished before being able to do anything. This issue is not consistant, so I am hesitant to immediately blame the animation changes. Playing on a relatively high ping of 300-350 all sorts of hiccups happen
