Most recent offender of it I see was "leader of an indian tribe" and it's being exploited like crazy with that guy.
It's pattern is extended duration of dodging all attacks and then the holding of block... then dodging all attacks... holding block.
So, best I can tell not only are they aware when their dodge window is they know when it isn't (hence holding block).
EP pride at work. NA PC you see this behavior primarily from them.

No cheat ever admits it.
However there is a duration to the dodge when you roll dodge (which can be made longer with a certain set).
Shroud yourself in mist to gain Major Evasion, which increases your dodge chance by 20% for 20 seconds.

We all have a certain dodge chance % to start with.
No where does is say that we gain 20% does chance, the skill increases our dodge chance by 20%.
I've noticed recently that when I'm sniping certain players, even when I'm undetected in stealth, it's almost like they auto-dodge roll all 3 of my attacks. And this is multiple attempts I'm seeing this for. It could be just shuffle I guess but I see them actually dodge roll out of the way.

Snipe plays a very noticeable sound when somebody casts it on you, so they're probably just dodge rolling as soon as they hear it.
