... Though with ZoS' way of coding, I wouldn't be surprised if it actually did. Heals in ESO are coded as attacks that deal negative damage after all. This is the reason why HoTs and Shadow Cloak used to have so many issues in the past, as the Cloak would break on every HoT due to it being considered as an attack with every tick.
I wouldn't be opposed to it affecting HoTs though. With the new Fasalla's Travesty coming out, builds that rely on HoTs need all the help they can get.

Actually Thaumaturge is currently increasing only the tooltip damage for magic damage spells, not actual damage. Elemental Expert in actually increasing the damage but not the tooltip.
So everything is working correctly if you look at the damage you are doing and not just the tooltip.

This is intended and its fine. I see no problem with magic dots getting buffed. there aren't that many anyway and you have to take away from somewhere else to get it. magica NB is all that would really get some good from that

Yeah, like *** 90% of DK spells are DOTs.
