Like, will it trigger when using venom arrow on a 100% hp enemy?

it defeintely procs on steel tornado, not sure about poison injection.

Sheer Venom does proc on Poison Injection. It's counted as an execute by the game.

The answer to your question is yes, tentatively. It does proc outside of execute range. I have only tested it on a few things though.

Something to add, is the set 1 proc per person or 1 proc in general per cool-down.

Say i hit multiple people with either Poison Arrow or Steel Tornado, will it proc per person once per 6 second's? Or only 1 proc in general per 6 second's.
