As best as I can tell from PTS, no, it looks as if they are 100% achievements. But keep in mind even little stuff like gathering gives you an achievement. Also these are account wide, so once you've earned said achievement on one player, the entire account can now use that color. If I had to guess without looking through the hundreds of achievements, I'd say by the time you defeat Molag Bal on your first toon you'll probably have at least half of the Dyes available to that account.

So undyed armor will probably look quite different than your armor looks today.
Personally, I'd like to see a preview option before you unlock the colors. They do look slightly different on the armor before you apply the dye, and if I have to work hard to obtain the dye, I'd want to make sure I'm going to enjoy it before I do the hard work to earn the achievement.
I dont mind the achievement based system, but I'd also be open to other colors unlocking through some other means, too.

Good, because that is exactly the way it is. You will get black, red, whatever from doing anything that's part of the game. PvE, Quests, PvP, Crafting, Fishing.. whatever.
What you will not get is the shade "Ruby Throne Red" in PvE just as someone who spends all their time in PvP won't get "Daedric Red". This should be perfect, we will all get our colours for participating in gameplay and those who complete great achievements will have the *shade* of that colour to prove it.
It is an MMO after all, everyone is not supposed to have everything.
Edit: In my opinion this was the best way this could have ever been implemented. Bound on dye + achievement based = doing the content is rewarding. Keep adding stuff like this and I think it'll go a long way in making people feel like the gameplay is fun and rewarding.

I wouldn't call getting emperor much of an achievement, anymore.

I wouldn't say that 'most' people don't like PvP, but I do agree that putting dyes behind achievements was a bad idea.
Sure put some as achieve rewards, the rest should as you say be as loot drops, finds etc.
And as for Zeni not wanting dyes to be a tradable item, well that was easy to do... simply make them BoP and problem solved !
