That's an unfair assertion that the people defending Werewolf here are PvE players who don't play PvP.
I would like to see the people who have an issue with Werewolf actually play it for once. Compare it to how it feels on Live.
PvP Werewolf has been in a really rough spot for such a long time, so it really needs the help it's getting this patch.

Do not nerf rallying cry until you have gutted crit dmg from pvp.
The set is being used, because it's the only option against crit dmg and it will remain the only option, since it's still the best backbar set even with the nerfs.

If Skinny's back of the envelope math is correct, a Tideborn/Velothi build would lose 10%. That is fairly significant. Add in Ansuul, and it's more like 15-20%. (Again, back of the envelope math by Skinny).
But, nerfing both Velothi and Empower, and other sets that are set and forget (i.e. no stacks) really hits the folks who have accessibility issues or physical issues preventing good weaving.
With oakensoul still in the tank, we're getting hit pretty hard.
I had been working on my DPS, and weaving, to try to get into a few prog groups. No chance, now. I was already barely going to hit the bottom acceptable numbers, thanks to my arthritis.

Why is the Necromancer passive Malevolent Promise restricted to non-player enemies?
It feels counterintuitive when Corpse Consumers struggle to be effective specifically in PvP due to their stationary nature. I was so excited to potentially gain an interesting DoT ability to use in PvP, only to realize that it would not work on Player Enemies.

This is making me a bit nervous.
Granted, I'm not a huge PvPer (but I'm gonna have to grind this Veterancy to get that shield bash), but having the only two options be "standard, but only on one specific faction so I can't play with friends" and "vengeance, so I can't play with standard rules" is a bit awkward.
Are we really expected to have an account-wide 'primary' faction for PvP and then the other two are for Vengeance only? Didn't ESO decide like 11 years ago that faction-locking you away from your friends was not a good idea?

Class Mastery Feedback from Necromancer Healer Perspective
1. Did Class Mastery help in providing a meaningful boost to power for playing as a solo class?
For Necromancer healers, Class Mastery currently does not provide a meaningful boost to power.
The only healer-oriented passive available is At the Precipice, which grants 2 Ultimate to an ally healed under 50% Health. While this fits thematically with Necromancer’s ultimate-focused identity, the implementation feels very limited in practice.
The main concern is the under 50% Health requirement is inconsistent in coordinated group content and the 2 Ultimate gain is relatively small.
In organized groups, players are typically rarely below 50% health, especially with overhealing and shielding. Because of this, the passive may rarely trigger, making it feel less impactful compared to other classes that received consistent group utility.
2. Do you feel this system helps in allowing for more player agency in a post subclassing play environment?
For Necromancer healers, Class Mastery currently does not significantly increase player agency.
At the Precipice does not meaningfully change gameplay decisions or create new support opportunities. Instead, it passively rewards situations where allies fall below 50% health, which is not something healers typically want to rely on.
Because of this, Necromancer healers do not gain additional flexibility or decision-making opportunities compared to other classes that received more consistent group support mechanics.
3. What are the things you like about Class Mastery?
The Class Mastery system is a great concept overall, particularly as a way to reward players for remaining pure class in a post-subclassing environment. It ideally brings increased class identity, new build options & diversity, and role-specific enhancements. Many classes received passives that clearly enhance support roles, which is especially valuable for group content and healer diversity.
4. What places do you think could use improvement with Class Mastery?
At the Precipice feels too limited for healer utility.

This is off topic by I can tell it's only the 2 of you posting in this way and you certainly have an Agenda. Is React's nickname 'Yandere' by chance?
Why immediately devolve into baiting? Is that necessary?
Here are some screenshots of the dps in question. Keep in mind when you look at these the 33% weapon damage modifier isn't working at all, so this 10k+ dps is being achieved while missing upwards of 1,000 weapon damage.. Wonder how high it'll go once that is fixed.
The majority of your damage here is coming from Relequen. This is both telling and furthers my point that this appears to be nothing more than a nuke/damage build. Also, thought I'd simply make a fun jab (referencing above) at the fact your are both in here at the same time, doing the same thing, and upvoting each other's posts (which you are free to do, it's a feedback thread after all).
If the screenshot is meant to be proof I don't believe anything outside of a video is really going to drive your point home. So many concepts I cannot see from your screenshot.
